OF THE CITY OF PARIS, TEXAS
September 30, 2019
The City Council of the City of Paris met for a special session at 5:30 p.m. on Monday,
September 30, 2019, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Steve Clifford
Council Members: Derrick Hughes; Linda Knox; Clayton Pilgrim; and
Paula Portugal
City Staff: Gene Anderson, Interim City Manager/Finance
Director; Janice Ellis, City Clerk; and Clyde Crews,
Fire Marshal
Absent: Council Members: Renae Stone and Billy Trenado
1. Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Citizens' forum.
Lyle Edwards, 205 E. Houston, introduced himself and said he would appreciate the City
Council's consideration for appointment to the Lamar County Appraisal District Board.
3. Discuss and act on RESOLUTION NO. 2019-034: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, CASTING ALL OF THE CITY OF
PARIS' 627 VOTES FOR LYLE EDWARDS FOR MEMBERSHIP ON THE 2020-
2021 BOARD OF DIRECTORS OF THE LAMAR COUNTY APPRAISAL DISTRICT;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND DECLARING AN EFFECTIVE DATE.
Interim City Manager Gene Anderson said that every two years the City must provide the
chief appraiser with the name of a nominee to serve on the Lamar County Appraisal District
Board. He said the current board member's term ends December 31.
Council Member Portugal said Ken Kohls was currently serving on the board and he had
done a good job. Council Member Portugal nominated Ken Kohls to serve on the board. Mayor
Clifford nominated Lyle Edwards to the board, because of his expertise in several areas.
Mayor Clifford called for a vote on the nomination of Ken Kohls, and Mr. Kohls received
two votes. Mayor Clifford called for a vote on the nomination of Lyle Edwards and Mr.
Edwards received three votes. Lyle Edwards was nominated as the City's representative for
membership on the 2020-2021 Board of Directors.

4. Discuss and act on proposals from executive search firms regarding City Manager
recruitment services.
Mr. Anderson said the only company not presenting was Ralph Anderson. He introduced
representatives from Chris Hartung Consulting and Slavin Management Consultants. Both firms
gave presentations and answered questions from City Council.
Mayor Clifford said he thought the City Council needed to make a decision as this
meeting, and Council Members Portugal and Pilgrim agreed. City Council discussed each firm,
noting how they were different, how they were alike, and the needs of Paris. Council Member
Pilgrim said all of the firms were good but he favored Baker Tilly and Slavin Management.
Council Member Portugal also said she favored Baker Tilly and Slavin Management. Mayor
Clifford said he favored those two firms as well. Council Member Knox said she liked both
presentations they heard at this meeting but based on the discussions, she also favored Baker
Tilly. Council Member Hughes said he thought all of the firms had good presentations, and that
his first choice was Slavin Management followed by Baker Tilly.
Following additional discussion, a Motion to accept Baker Tilly's proposal for
recruitment services, was made by Mayor Clifford and seconded by Council Member Pilgrim.
Motion carried, 4 ayes — I nay, with Council Member Hughes casting the dissenting vote.
5. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Portugal and was seconded by Council Members Hughes. Motion carried, 5 ayes — 0 nays. The
meeting was adjourned at 6:40 p.m.
