Notice is hereby given that the City Council of the City""—of-Paris shall meet in regular session
at 5:30 p.m. on Monday, November 11, 2019. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting of October 28, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
a. Planning & Zoning Commission (10-07-2019)
b. Board of Adjustment (10-16-2019)
7. Approve the Final Plat of Lot 1, Block A of the Southwest Estates Phase 1 CB156
Addition, being located in the 800 Block of S.W. 3rd Street.
8. Approve the Final Plat of Lot 1, Block A of the Southwest Estates Phase II CB 119
Addition, being located in the 300 Block of S.W. 4th Street.
9. Approve the low bid received from Bradley Electric in the amount of $97,008.50, for the
water treatment plant motor control center..
Regular Agenda
10. Discuss, continue the public hearing and act on an Ordinance Designating a Certain
Areas as Tax Increment Financing Reinvestment Zone Number One and Establishing a
Board of Directors for such Reinvestment Zone. (a motion to remove this item from the
table is required prior to discussion)
11. Discuss, continue the public hearing and act on an Ordinance regarding the petition of the
City of Paris, Texas to update Zoning Ordinance No. 1710 of the City of Paris, Texas,
specifically modifying regulations for storage containers. (a motion to remove this item
from the table is required prior to discussion)
12. Consider adoption of a Resolution Directing Newspaper Publication and Posting on the
City's Website of a Notice of Intention to Issue Certificates of Obligation to Fund
Improvements to the City's Love Civic Center.
13. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
14. Adjournment.
