THE UTI' TES DEPARTMENT IS RESPONSJ" E PARTY FOR THE REPORTING OF
ANY NONCOMPLIANCE ~_rH OUR PERMITS. IT IS THE .JTY OF ALL CITY EMPLOYEES TO
DULY REPORT TO US THAT EXCURSIONS HAVE OCCURRED. TO FACILITATE THIS, THE
FOLLOWING GUIDELINES SHOULD BE FOLLOWED:
A. THE HIGHEST RANI<lNG PERSON ON THE SCENE OF THE EXCURSION IS
RESPONSIBLE FOR INSURING THAT THE EXCURSION IS PROPERLY IDENTIFIED AND
REPORTED.
B. FROM THE STANDPOINT OF THE CITY OF PARIS, AN EXCURSION EXISTS
WHEN ANY SEWAGE HAS FLOWN INTO ANY WATERCOURSE WHETHER IT IS A BAR DITCH,
CREEK OR ANY OTHER TYPE DRAINAGE STRUCTURE.
C. THE PROPER STEPS TO TAKE WHEN AN EXCURSION EXISTS ARE:
1. CONTAIN THE FLOW.

2. REPAIR THE PROBLEM,
3. RETURN THE SYSTEM TO SERVICE.
4. CLEAN UP AND DISINFECT THE AREA.

BEST APPROACH TO THE PROBLEM BASED UPON HIS EXPERIENCE AND THE SIZE AND TYPE
OF THE PROBLEM.
E. FLOW WHICH IS CONTAINED AND DOES NOT GET INTO ANY WATERWAY IS
NOT CONSIDERED A VIOLATION OF OUR PERMIT. HOWEVER, THE CONTAINED FLOW MUST
BE PROPERLY HANDLED AFTER CONTAINMENT. IT CAN BE PUI1PED BACK INTO A MANHOLE,
SUCKED UP WITH A VACUUM TRUCK AND TRANSFERRED BACK INTO THE SEWER SYSTEM, OR
IN SMALL AMOUNTS IT MAY JUST BE ABSORBED INTO THE GROUND AND THEN SPRINKLED
WITH THE PROPER DISINFECTANT.
WHILE CONTAINMENT IS PROBABLY THE BEST SOLUTION, IT IS NOT ALWAYS
A FEASIBLE ALTERNATIVE BECAUSE OF THE QUANITY OF THE BYPASS. CONTAINMENT CAN
BE EFFECTIVE ON SMALLER BYPASSES BY DIGGING RETENTION HOLES NEAR THE BYPASS
OR BY USE OF TANK TRUCKS. IN SOME CASES IT IS A MATTER OF PUMPING THE
CONTAINED SEWAGE TO ANOTHER MANHOLE OR LIFT STATION NEARBY.
TO FACILITATE THE PROPER REPORTING OF BYPASSES, I HAVE ENCLOSED
COPIES OF THE FORM WE USE. WHEN A BYPASS OCCURS, THE UTILITIES DEPARTMENT
SHOULD ALSO BE NOTIFIED BY TELEPHONE. IF DURING NORMAL WORKING HOURS, JUST
CALL THE .WATER PLANT. IF AFTER HOURS OR ON WEEf~ENDS, CALL ASAP ON THE NEXT
WORKING DAY. FOLLOW THE CALL UP WITH THE WRITTEN FORM. WE MUST ALSO SAMPLE
EACH BYPASS AND SUB~IIT THAT SAMPLE TO THE LAB LOCATED ON THE SECOND FLOOR AT
THE WATER TREATMENT pLANT. THIS SAMPLE SHOULD BE TAKEN AS SOON AS POSSIBLE
WHEN THE BYPASS IS DISCOVERED, THERE IS A SPECIAL REFRIGERATOR IN THE LAB
THAT IS MARKED FOR THE STORAGE OF THESE SAMPLES. SAMPLE BOTTLES ARE ALSO
ENCLOSED. DO NOT CHLORINATE THESE SAMPLES.

Effective Beginning septeni:Jer 1, 1991, the following 20-hour courses or
their equivalent are required for the Class levels (A-D) for wastewater
treabnent plant operators:
Class A Wastewater: Wastewater Treatment, Wastewater collection,

Management, and either Water utility Safety,
utility Calculations or Advanced Wastewater
laboratory.
Class B Wastewater: Wastewater Treatment, Wastewater Collection,

Class C Wastewater: Basic Wastewater Operation, Wastewater

Credit is given for attendance at approved wastewater training courses,
including Annual and Regional 'lliUA Short Schools on the basis of one credit per

class hour of verified attendance. 'IWO hours of training credits are given for
verified attendance at the monthly district ass=iation meetings when the
meetings include a training session related to wastewater utilities.
It is the responsibility of each individual to maintain an accurate and
up-to-date list of his/her training hours, including the name, l=ation and date
of the training course and who taught the course.
EXPERIENCE
Experience must be actual wastewater treabnent facility or collection system
experience and not experience which is non-operational in nature. Credit for
related experience not directly connected with operation or maintenance will be
approved at a rate of fifty percent (50%) of actual experience. Experience
accrued exclusively in collection system operation and maintenance is not
applicable towards certification as a treabnent plant operator. Experience in a
purely clerical capacity such as a=unting or billing carmot be considered
acceptable experience.
EJQ\MINA'l'lOOS
Except for those persons applying by recipr=ity, all applicants for new or
higher level certificates must pass a written examination with a minirm.nn score
of 70% and pay the appropriate fee (after billing) before a certificate can 'be
issued. An applicant who fails an examination must wait a minirm.nn of three (3)
months before taking any examination. The executive director may require .
additional training after a failed examination. . .
Examinations are conducted by commission personnel at various l=ations acrcss
the state on a regular basis and quarterly at many of the District Offices. An
examination schedule is available from the commission's Austin and district
offices and at testing sites.
REm.WAL OF CNti'll.lCATES
Unless revoked or suspended, or replaced by a higher class of certificate,
certificates may be renewed by payment of the applicable fee and either by
taking and passing a renewal examination or by receiving a specified number of
hours of approved additional training. Prior to the expiration date of the
certificate, an application for renewal will be mailed to the most recent
address provided by the operator. It is the responsibility of the operator that
the completed application for renewal and appropriate payment be submitted
timely. When renewing by training hours, applications for renewal and
appropriate fees must be received by the executive director no later than 30
days after the date of expiration of the certificate, or the certificate will be
renewable only by re-examination.
The training hours to be counted toward renewal are those received from the date
the certificate was first issued (if it is the first renewal) or from the date
of the certificate I s latest renewal. To renew a certificate on the basis of
training hours, the operator must earn the following number of credit hours and
pay the appropriate fee:

1972. 1986. 1991. Facilities in good condition.

of 182.76 mi of 6" thru 30" sewers. Age varies from about 50 years old
to brand new. Significant work being done to eliminate major inflow
