Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, December 9, 2019. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings of November 11 & November 14, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
a. Main Street Advisory Board (10-8-2019)
b. Historic Preservation Commission (9-11-2019)
c. Building & Standards Commission (10-21-2019)
d. Paris Visitors & Convention Council Board of Directors (10-21-2419)
e. Paris Public Library Advisory Board (10-16-2019)

& 11-14-2019)
g. Planning & Zoning Commission (11-4-2019)
7. Receive October monthly financial report.
8. Receive October drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve a Resolution authorizing the interim city manager to execute a contract with
Highway 19 Construction LLC, for the Main Street and Houston Street Downtown
Sidewalk Improvements Project for an amount not to exceed $250,000.00 (TCF Contract
No. 7218152).
11. Approve a Resolution authorizing a contract with Resource Management Consultants for
grant administration services for the TDHCA HOME Program.
12. Approve a Resolution authorizing a grant agreement with Texas Parks and Wildlife
Department for construction of a Pump Track.
13. Approve a Resolution authorizing execution of a professional services agreement with
Hayter Engineering for design of the Pump Track.
14. Approve the Re -plat of Lamar Business Park Lot 3 Block A.
Regular Agenda
15. Discuss and act on a Resolution approving an agreement to terminate a tax abatement
dated November 12, 2012, to wit:
a. Owner of property: T&K Machine, Inc. (succeeded by Aequs Aero Machine,
Inc.)
b. Name and location of reinvestment zone: 2020 W. Park St., Paris, Texas
(property is in enterprise zone by virtue of 2010 U.S. Census data pursuant to
Texas Government Code Chapter 2303 and designated a reinvestment zone by
virtue of Texas Tax Code Section 312.2011)
c. General description of improvements and repairs: Construction of 5000 sq. ft.
building and installation of new equipment and machinery
d. Total estimated cost of improvements: $1,560,000.00
16. Discuss and act on an Ordinance Amending the FY 2019-2020 Budget by increasing the
budget in the amount $120,000 for the purpose of replacing the Paris Police Department
telephone equipment.
17. Discuss and act on appointments to the Tax Increment Reinvestment Zone Board.
18. Discuss and act on a Resolution appointing two members to the Board of Adjustment.
19. Discuss and provide direction to staff with regard to parking issues at Heritage Park.
20. Discuss and act on an Ordinance granting a taxicab license to David L. Thompson d/b/a
Lone Star Cab Company.
21. Convene into executive session pursuant to:
a. Sec. 551.071 of the Texas Government Code, Consultation with Attorney, to receive
legal advice about (1) pending or contemplated litigation and/or (2) on matters in
which the duty of an attorney to his or her client under the Texas Disciplinary Rules
of Professional Conduct of the State Bar of Texas clearly conflict with this chapter,
regarding Paris Regional Medical Center Tax Abatement;
b. Sec. 551.087 of the Texas Government Code, (1) to discuss or deliberate regarding
commercial or financial information that the governmental body has received from a
business prospect that the governmental body seeks to have locate, stay, or expand in
or near the territory of the governmental body and with which the governmental body
is conducting economic development negotiations; or (2) to deliberate the offer of a
financial or other incentive to a business prospect described by Subdivision (1), as
follows: Project Rocket X.
22. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
23. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.:
24. Adjournment.
