SUBJECT: 2019 TxCDBG DOWNTOWN SIDEWALKS, CONSTRUCTION CONTRACT
AWARD TO HIGHWAY 19 CONSTRUCTION LLC

BACKGROUND: In 2018, the City applied for a grant through the Texas Capital Fund
Community Development Block Grant (TxCDBG) - Main Street Program for an amount up to
$250,000 to reconstruct sidewalks in downtown. The proposed project location includes sidewalks
along N Main from Lamar to Price, and along Houston St from N Main to I" NW. Hayter
Engineering prepared the construction drawings and specifications.
On November 7, 2019, three bids were received for the project and Highway 19 Construction LLC,
submitted the lowest bid in the amount of $206,185.00. The contract documents require this
project to be completed within 120 calendar days after issuance of the notice to proceed.
Construction is anticipated to begin in January 2020.
STATUS OF ISSUE: References have been checked in accordance with the contract documents,
and staff is recommending award to Highway 19 Construction. A summary of the bids received
for this project is as follows:

BUDGET: Funding is available from $250,000 Texas Capital Fund grant.
RECOMMENDATION: Approve of a resolution authorizing the interim city manager to execute
a contract with Highway 19 Construction LLC, for the 2018-19 Downtown Sidewalk
Improvements project for an amount not to exceed $250,000.00.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
ACCEPTING THE BID AND AWARDING THE CONTRACT FOR THE 2019
TXCDBG DOWNTOWN SIDEWALK PROJECT, IN THE CITY OF PARIS TO
HIGHWAY 19 CONSTRUCTION, LLC, THE LOWEST RESPONSIBLE
BIDDER; AUTHORIZING THE INTERIM CITY MANAGER TO EXECUTE A
CONTRACT WITH HIGHWAY 19 CONSTRUCTION, LLC; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, advertise for bids for
furnishing plant, labor, materials, and equipment, and for performing all work required for
the Downtown Sidewalk Replacement Project in the City of Paris, which bids were received
on November 7,2019; and,
WHEREAS, the lowest responsible bid providing the best value to the City was
received from Highway 19 Construction, LLC, in the amount of $206,185.00 and the
contract should be awarded to Highway 19 Construction, LLC in accordance with the
project amount not to exceed $250,000.00.
WHEREAS, the City Council of the City of Paris, Texas hereby awards the bid for the
2018-2019 Downtown Sidewalk Improvements project to Highway 19 Construction, LLC
and authorizes the Interim City Manager to execute a contract with Highway 19
Construction, LLC for said project in an amount not to exceed $250,000.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby
in all things approved.
Section 2. That the bid of Highway 19 Construction, LLC, Paris, Texas, for the
2019 TXCDBG Downtown Sidewalk Project in the City of Paris, Texas is hereby accepted as
the lowest responsible bid which provides the best value to the City, and that the Interim
City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City
of Paris, the Agreement with Highway 19 Construction, LLC, in an amount not to exceed
$250,000.00.
Section 3. That this resolution shall be effective from and after the date of
passage.
