SUBJECT: HOME PROGRAM ADMINSTRATION CONTRACT

BACKGROUND: Paris has participated in various housing programs offered through the Texas
Department of Housing & Community Affairs (TDHCA), including the HOME program, which
provides replacement housing for certain qualified persons. We have relied on vendors who
specialize in these state programs to administer applications, paperwork, communications, and
payments, in order to ensure compliance with grant requirements.
STATUS OF ISSUE: In November, staff advertised a formal request for proposals for grant
administration services to assist with the recently awarded HOME program grant. A single
proposal was received from Resource Management & Consulting Company, with whom the city
has worked successfully with for the past many years. Charles and Rachel Edwards are the owner -
operators of this local company. They have provided very good, timely service and we recommend
award of this contract to them.
BUDGET: Costs are covered by the program.
RECOMMENDATION: Approve of a resolution authorizing a Professional Services Agreement
with Resource Management & Consulting Company for administrative services for the TDHCA
HOME Fund grant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, LAMAR
COUNTY, TEXAS, ACCEPTING A PROPOSAL FROM RESOURCE
MANAGEMENT & CONSULTING COMPANY FOR ADMINSTRATIVE
SERVICES FOR THE TDHCA HOME PROGRAM; AUTHORIZING THE
INTERIM CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH RESOURCE MANAGEMENT & CONSULTING
COMPANY, MAKING OTHER FINDINGS AND PROVISIONS RELEATED TO
THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris has participated in various housing programs offered
through the Texas Department of Housing & Community Affairs (TDHCA), including the
HOME program, which provides replacement housing for certain qualified persons; and
WHEREAS, the City has relied on vendors who specialize in these state programs to
administer applications, paperwork, communications, and payments in order to ensure
compliance with grant requirements; and
WHEREAS, in November, staff advertised a formal request for proposals for grant
administration services to assist with the recently awarded HOME program grant and
received a single proposal from Resource Management & Consulting company, with whom
the city has worked successfully with for the past many years; and
WHEREAS, the City Council of the City of Paris, Texas hereby accepts the proposal for
administrative services with Resource Management & Consulting Company for
administration of the HOME program grant;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
LAMAR COUNTY, TEXAS:
SECTION 1. That the findings set out in the preamble of this resolution are hereby in
all things approved.
SECTION 2. That the proposal of Resource Management & Consulting Company for
administration of the HOME Program grant provides the best value to the City, and is hereby
accepted, and that the Interim City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, the Agreement with Resource Management &
Consulting Company in accordance with said proposal.
SECTION 3. That this resolution shall be effective from and after its date of passage.
