The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
November 11, 2019, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Steve Clifford

Opening Agenda
1. Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
Gene Anderson gave the invocation.
3. Pledge of Allegiance.
Council Member Portugal led the pledge.
4. Citizens' forum.
No one spoke during citizens' forum.
Consent Agenda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was

made by Council Member Pilgrim, and seconded by Council Member Portugal. Motion carried,
5 ayes — 0 nays.
5. Approve minutes from the meeting of October 28, 2019.
6. Receive reports and/or minutes from the following boards and commissions:
a. Planning & Zoning Commission (10-7-2019)
b. Board of Adjustment (10-16-2019)
7. Approve the Final Plat of Lot 1, Block A of the Southwest Estates Phase • 1 CB 156
Addition, being located in the 800 Block of S.W. 3rd Street.
8. Approve the Final Plat of Lot 1, Block A of the Southwest Estates Phase II CB 119
Addition, being located in the 300 Block of S.W. 4th Street.
9. Approve the low bid received from Bradley Electric in the amount of $97,008.50, for the
water treatment plant motor control center.
Regular Agenda
10. Discuss, continue the public hearing, and act on ORDINANCE NO. 2019-045: AN
ORDINANCE DESIGNATING A CERTAIN AREA AS TAX INCREMENT
FINANCING REINVESTMENT ZONE NUMBER ONE, CITY OF PARIS, TEXAS,
ESTABLISHING A BOARD OF DIRECTORS FOR SUCH REINVESTMENT ZONE,
MAKING CERTAIN FINDINGS, AND OTHER MATTERS RELATED THERETO.
Mayor Clifford said a motion to remove this item from the table was required. A motion
to remove this item from the table was made by Council Member Pilgrim and seconded by
Council Member Hughes. Motion carried, 5 ayes — 0 nays.
City Engineer Carla Easton said since the last meeting that the financial plan had been
sent to City Council, and asked if there were any questions. Mayor Clifford said he wanted it on
the record that he did not want money borrowed against the TIRZ and did not want it to take on
debt.
Mayor Clifford continued the public hearing and asked for anyone wishing to speak in
support or opposition of this item, to please come forward. With no one speaking, Mayor
Clifford closed the public hearing.
A motion to approve this item was made by Council Member Knox and seconded by
Council Member Portugal. Motion carried, 5 ayes — 0 nays.
11. Discuss, continue the public hearing, and act on ORDINANCE NO. 2019-046: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,

AMENDING THE CITY OF PARIS CODE OF ORDINANCES BY AMENDING
ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS
HERETOFORE AMENDED, SECTION 13, "ACCESSORY BUILDING
REGULATIONS," AND SECTION 14, "SPECIAL AREA AND USE
REGULATIONS," TO PROVIDE REGULATIONS RELATING TO PORTABLE
STORAGE STRUCTURES; PROVIDING A REPEALER CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A
PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
A motion to bring this item from the table was made by Mayor Clifford and seconded by
Council Member Portugal. Motion carried, 5 ayes — 0 nays.
Ms. Easton said staff had revised the ordinance to reflect changes requested by City
Council. She also said the ordinance prohibited containers from being used for permanent
storage or any other accessory use in all residential areas, but would be allowed in the rear of
property in business districts if not visible from the street. She also said the containers could
continue being used in all districts when associated with a remodel or other temporary situation.
Ms. Easton said those currently not in compliance would have six months to get into compliance
with the ordinance. City Attorney Stephanie Harris said that the effective date would begin once
the ordinance was published.
Mayor Clifford continued the public hearing and asked for anyone wishing to speak in
support or opposition of this item, to please come forward. Richard Thompson spoke in
opposition of this ordinance. With no one else speaking, Mayor Clifford closed the public
hearing.
A motion to approve this item was made by Council Member Pilgrim and seconded by
Council Member Portugal. Motion carried, 5 ayes — 0 nays.
12. Consider adoption of RESOLUTION NO. 2019-040: A RESOLUTION DIRECTING
NEWSPAPER PUBLICATION AND WEBSITE POSTING OF NOTICE OF
INTENTION TO ISSUE CERTIFICATES OF OBLIGATION; AND RESOLVING
OTHER MATTERS RELATING TO THE SUBJECT.
Interim City Manager Gene Anderson explained in January of 2019, Council designated
the renovation of Love Civic Center as a venue project and called for an election to approve an
additional hotel occupancy tax to finance the venue project. He also said on May 4, 2019 voters
approved a 2% increase in the hotel tax rate which was sufficient to make the debt payments of
the certificate of obligation. Mr. Anderson further explained that this resolution was part of the
process of moving forward.
A motion to approve this item was made by Council Member Pilgrim and seconded by
Council Member Knox. Motion carried, 5 ayes — 0 nays.

13. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
Mayor Clifford reminded everyone of the upcoming joint special meeting on Thursday
with PEDC.
14. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Pilgrim and was seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays. The
meeting was adjourned at 5:50 p.m.
