1992-016-RES WHEREAS, the Office of the Governor of the State of Texas, through its Criminal Justice Division is RESOLUTION NO. 92-016 WHEREAS, the Office of the Governor of the State of Texas, through its Criminal Justice Division is offering grant assistance in the amount of $23,400.00 for the purpose of crime prevention; and, WHEREAS, the City Council of the City of Paris deems it to be in the best interest of the citizens of Paris to seek such assistance in said project; and, WHEREAS, the Paris Police Department has planned a crime prevention program requiring total funding in the amount of $39,343.00; and, WHEREAS, the City of Paris has available for the Paris Police Department crime prevention program $27,911.00 which combined with the grant assistance available would fund the total crime prevention program; and, WHEREAS, the City Manager of the City of Paris did heretofore execute the application for said grant on March 2, 1992, which execution should be in all things ratified; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS: 1. That an application be made to the Office of the Governor of the State of Texas, Criminal Justice Division for a Crime Prevention Program, SFA01, grant in the approximate amount of $24,000.00. 2. That Michael E. Malone, City Manager of the City of Paris, be, and he is hereby appointed as the Authorized Official of said project and the execution of the application for said grant in the form attached hereto as Exhibit A on the 2nd day of March, 1992 is hereby ratified. 3. That Karl Louis, be, and he is hereby appointed as Project Director and is hereby authorized to execute and deliver on behalf of the City of Paris all reports, communicat ions, assurances and documents necessary for the completion of said project. 4. Items purchased for home and personal security as well as drug hand-out information included the following: Color Me Drug Free coloring books were $460.00 per 1000. Home security and various type of drug pamphlets averaged $200.00 per 1000. C. Educational V.C.R. tapes which include drug and alcohol prevention, all types of violent crime prevention as well as home and personal security. These tapes range from $150.00 to $275.00 each. D. Advertising the Crime Prevention Unit and the services that it has to offer through local media formats are $170.00 per ad in the local newspaper. Tbe $1,600.00 figure will also include the publication of a local crime prevention hand book to be distributed to our local citizens. E. COl'lmunity signs.and displays such as the gun free/drug free school signs were $30.00 each. Also to be purchased are several types of locking devices and other home security examples to be shown for home and cOIlllllercial security surveys. F. Problem Statement (What problem will this project impact?) Beginning in the spring of 1991, the City of Paris began experiencing gang related activity. As a result of this, all aspects of our local crime rate began to go up. These gangs. have been directly linked to many of the violent crimes that our community has .experienced this past y.ear. And of course, those .crimes along with most of the thefts and burglaries are attributed to the drug traffic. Therefore, the victims of these crimes, the citizens of ou~ community, are continually at a much higher risk of injury and have become extremely concerned and fearful of the growing possibility of becoming the victim of a violent crime in their own homes throughout the city. " 2. Historical Data (What statistical data is available to demonstrate the problem stated in #1?) The overall crime rate for the City of Paris rose 22.2% in 1991. There was an increase of 742 class 1 offenses last year. The violent crimes showed an increase of 294 cases which was a 35.2% rise over 1990. These cases are the combined murders, rapes, robberies, and aggravated assaults. The combined total of the burglaries and thefts show an increase of 448 cases which was a 17.8% increase over 1990. . These figures have easily put Paris into the top 10% of the cities that have the highest crime rate per capita in the State of Texas. 3. Proposed Project Activities (What activities will be conducted to address the stated problem?) The City of Paris has implemented several programs to coincide with our cri~e prevention unit to help combat this escalating crime rate in and around our community. These programs include a police athletic league, to provide the youth an alternative to getting involved in illegal activities. The Boy Scout Explorer Post is another program within the City Police Department. D.A.R.E., (Drug Abuse. Resistance Education) is another program that we have incorporated into our public school system. Our crime prevention program continues to increase the number of present ions requested by the public, such as: Neighborhood Crime Watch, Drug Prevention and Education, Commercial and Residential Security Surveys, Operation Identification and the over all desire of citizens to be educated in the areas of personal and home security. This information will be used in the project evaluation. CJD-12 - . PROGRAM NARRATIVE - continued symposium and the bringing in of expert speakers on a wide variety of drug related topics. As indicated, in the narrative information above, our Crime Prevention Program is an essential part of our community. We have been accepted with open arms by the public and have educated several thousand people during the past two years that our program has been in existance. However, as indicated by the historical data it is essential that the program continue with the aid and assistance of this grant. The City of Paris is committed to having a Crime Prevention Program as is indicated. by our cash match in this grant application. And with this grant continuation project we will be able to expand and continue to make the City of Paris a better and safer place to live.
