PLANNING AND ZONING COMMISSION

1. The meeting of the Planning and Zoning Commission was called to order at 5: 30 p.m. by
Keith Flowers, Chairman.
All members were present with the exception of Chad Lindsey, Rick Hundley and Clifton
Fendley.
Also present were staff members Carla Easton, Triniti Frazier, Stephanie Harris and
concerned citizens.
2. Citizen's forum
(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two
minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding
to any comments other than to refer the matter to a future agenda, to an existingpolicy, or to a staffperson with specific
factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals
are not appropriate for citizens' forum)
Citizen forum was declared open.
With no one speaking, the citizen's forum was declared closed.
3. Approval of minutes from the meeting of November 7, 2019.
Motion was made by Sims Norment, seconded by James O'Bryan to approve minutes for
the November 7, 2019 meeting. Motion carried 4-0.
4. Consideration of and action on the Replat of Lot 3, Block of Lamar Business Park, being
located in the 800 Block of NE Loop 286.
Easton states Larry Fendley is the owner and developer of Lamar Business Park located
at the southwest corner of Loop 286 at Stillhouse Road, which consists of three platted
lots. Lots 1 and 2 were previously combined by minor plat and Mr. Fendley is proposing
to extend Lot 3 by 86.75 feet to the west, making it 1.6265 acres in order to construct a
driveway onto the Loop 286 frontage road in an acceptable location per TxDOT design
criteria. The property is currently zoned Commercial. The owner has submitted a replat
of Lot 3. Water and sewer service is available to the property and access will be granted
onto Loop 286 per TxDOT approval. It appears that the plat complies with the City of
Paris subdivision regulations. Staff recommends approval.
Motion was made by Keith Flowers, seconded by James O'Bryan to approve the Replat.
Motion carried 4-0.

Motion made by Sims Norment and seconded by Keith Flowers to adjourn.
Meeting adjourned at 5:32 p.m.
