11/12/2019 MinutesREGULAR MEETING MINUTES MAIN STREET ADVISORY BOARD Tuesday, November 12, 2019 4:30 PM Present: Absent: Glee Emmite, Chair Kaydee Tate Carolyn Patterson Laurie Redus John Brazile William Walker Kari Daniel Clayton Pilgrim — Council Liaison Becky Semple Cheri Bedford, Main Street Manager AGENDA 1. Glee Emmite called the meeting to order at 4:39 PM in the Paris City Council Chambers. 2. Citizens Forum — No one was present to speak. 3. October minutes — Minutes were emailed earlier to all board members and were available on the monitors for viewing. A motion to approve the October 12, 2019 minutes was made by John Brazile, second by Kari Daniel, motion carried. 4. Project updates and BIG awards - - Daq'z Crazy and Wings — A $5,000 BIG award was presented to Raphyael Tyson, owner, for the required improvements at his restaurant. The funds were used for a ventilation hood for the kitchen. A photo was taken of the check, Raphyael Tyson and the board. • A $5,000 BIG award was presented to Kari Daniel for a new roof at 111 Lamar Avenue. A photo was taken of the check, Kari Daniel and the board. 5. Board Member activity reports - - Glee Emmite reported that HPC did not have a meeting in October. PDA will have a meeting at 8:15 AM on November 13, 2019, at Spangler's. Glee Emmite has been contacted by Walt Reep, the son of the late June Reep who owned Reep's Furniture Store. Reep wants to be a part of the revitalization of downtown Paris. He hopes to create a 501 c3 and establish a boutique hotel in the downtown area. Reep has scheduled a meeting on December 4th at the Loft 123 to discuss the project. • John Brazile reported that a promotions meeting will be held immediately following the Main Street meeting to discuss holiday events. Mannequin Night was held on October 19th with an attendance estimated at 1,500. New for 2019, the Walking Ghost Tour was very successful. The tour was coordinated by the Drama Department at PJC. Festival of Pumpkins was held on October 26th, and the event was well attended even with the rain early in the day. Bywaters Park is the temporary location for the event until downtown construction is completed. • Organization - Cheri Bedford reported in the absence of Laurie Redus that she has started getting the paperwork ready for Wine Fest scheduled for April 4, 2020. Restaurants and wineries need to be contacted soon. Thank you cards for volunteers at the Pumpkin Festival are being prepared. • Becky Semple reported that a group of senior citizens from Allen, TX will be visiting downtown Paris for shopping, eating, etc. on November 131. 6. Coordinator's Report — Cheri Bedford reported the following. • The Dr Pepper mural on IIt Street will be painted soon. Scaffolding is already in place. • A mini Farmers Market is open on Saturdays I l AM - 1 PM. About 8 vendors are registered. They do not sell produce. • Several building downtown are currently for sale with Cheri Bedford receiving calls about several others. Jeff Faber reported to Bedford that he will be selling several buildings in downtown that had belonged to his uncle. • In regards to the recent fire downtown, Robin Weemes reported that there was damage to the second floor in her store, but the ground floor was not as badly damaged as originally believed. She plans to inspect all of her inventory to determine the next steps. The state fire marshal will join the Paris Fire Marshal to investigate the cause of the fire. • Christmas tree lighting activities are scheduled for 4-8 PM, November 23, 2019 on the Plaza. Main Street will sell hot chocolate at the event. Live reindeer, Santa, music and caroling will be featured during the evening. • Small Business Saturday is November 30" • Kari Daniel reported on the 10th Annual Christmas Parade sponsored by PDA. The parade is scheduled for downtown at 6 PM, December 7t1i. Patsy and Norm Davis will be the Grand Marshals this year. Registration for parade floats is currently open online. • City workers are currently installing Christmas lights in the trees around the Plaza. Prime Time members made forty lighted Christmas bails that will hang in the Plaza trees. Paris High School Ag Department made some large metal rings for extra lighting around the fountain. Peoples Bank and PDA plan to donate money to buy new garland for the big tree. Kari Daniel volunteered to form a committee to raise funds and work with the Parks Department next year to get more lights and decorations around the Plaza. 9. Kari Daniel made a motion to adjourn, second by John Brazile, motion carried. The meeting was adjourned at 5:11 PM.
