Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 10, 2020. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551. of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on January 27, 2020, February 3, 2020, and February
5, 2020.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Visitors & Convention Council (11-18-2019)
b. Main Street Advisory Board (11-12-2019)
c. Planning & Zoning Commission (1-6-2020)
d. Board of Adjustment (12-9-2019)
e. Traffic Commission (1-7-2020)
7: Approve the proposal from McClanahan and Holmes to perform an independent outside
audit on the City's financial records for the periods ending September 30, 2020,
September 30, 2021, and September 30, 2022.
Regular Agenda
8. Conduct a public hearing, discuss and act on an Ordinance re-establishing Reinvestment
Zone 2015-1 as Reinvestment Zone 2020-1, said Reinvestment Zone 2020-1 to be
contiguous with the city limits of the City of Paris, Texas, for the purpose of enabling the
grant of residential tax abatements in the City of Paris.
9. Discuss and possibly act on a Resolution accepting the donation of real property located
at City of Paris Block 120, Lot 6, also known as 301 Bonham Street and releasing
demolition lien.
10. Discuss and provide direction to staff regarding tax collection from Aequs Aero Machine,
Inc., formerly known as T & K Machine, in connection with a terminated tax abatement.
11. Discuss and authorize change order 92 in the amount of $57,955.54, authorize final
payment in the amount of $79,899.31 to RBIS, LLC, close out the Johnson Woods Sewer
& Drainage Improvements contract, and accept improvements.
12. Discuss and act on appointment of Tony Clark to the Traffic Commission.
13. Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code, to deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of a public officer or employee as follows: Selection of candidate
for the position of city manager.
14. Reconvene into open session, deliberate and possibly take action on those matters
discussed in Executive Session.
15. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
16. Adjournment.
