1W. Hernandez asked if everyone had a chance to look over the minutes. Mr. P made a motion to
approve the minutes of the December 18, 2019, and the January 7, 2020, meetings as presented. Ms. Bills
seconded the motion. Vote was 4 -ayes to 0 -nays.

Rail Construction Agreement Signed: Goal October 2020 Completion - The rail
construction agreement is signed. Our goal is to have our part of the rail cornpleted by
October 2020. ASWP would like to start testing the equipment and plans to use rail to
the steel in to the plant. We have the scope of work for our Dart of the rail and will
