00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, February 24, 2020. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on February 10, 2020. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris -Lamar County Health District (11-18-2020) b. Historic Preservation Commission (1-8-2020) c. Main Street Advisory Board (1-14-2020) d. Housing Authority (12-17-2019) e. Paris Economic Development Corporation (1-20-2020 & 1-30-2020) 7. Receive January monthly financial report. 8. Receive January drainage report. 9. Receive demolition and code enforcement activity reports. Regular Agenda 10. Conduct a public hearing, discuss and act on an ordinance considering the petition of Jesse Bridges for a change in zoning from an Office District (0) to a General Retail District (GR), in the City of Paris, Block 220-A, Lot 1, located at 203 N.E. 20t" Street. 11. Discuss and act on a Resolution Adopting the Bylaws of the Board of Directors of the City of Paris Tax Increment Financing Reinvestment Zone Number One. 12. Discuss and act on an Ordinance Approving the Final Project Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number One. 13. Discus and act on an Ordinance Declaring Unopposed Candidates in City Council Districts 1, 3 and 6 for the May 2, 2020 General Election be Elected to Office; Determining that no General Election be held in Districts 1, 3 and 6. 14. Receive and discuss report from Chief Hundley about creation of a safe zone at local hotels in the City of Paris, Texas. 15. Convene into Executive Session pursuant to Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: review proposed city manager's contract. 16. Reconvene into open session, deliberate and possibly take action on those matters discussed in Executive Session. 17. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 18. Adjournment.
