PLANNING AND ZONING COMMISSION

1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Keith Flowers, Chairman.
Commissioners were present with the exception of Francine Neeley, Chad Lindsey and
Clifton Fendley.
Also present were staff members Carla Easton, Triniti Frazier, Clyde Crews and concerned
citizens.
2. Citizen 's forum
(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two
minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding
to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific
factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals
are not appropriate for citizens' forum)
Citizen forum was declared open.
With no one speaking, the citizen's forum was declared closed.
3. Approval of minutes from the meeting of January 6, 2020.
Motion was made by Sims Norment, seconded by Rick Hundley to approve the minutes
for the January 6, 2020 meeting. Motion carried 4-0.
4. Public hearing to consider and take action regarding the petition of Jessie Bridges for a
change in zoning from an Office District (0) to a General Retail District (GR), in the City
of Paris, Block 220 A, Lot 1, located at 203 NE 20th Street..
Easton states the applicant is requesting a zoning change in order to accommodate a second
hand thrift store. There are residential uses directly in the area and the future land use calls
for the area to be low density residential. General Retail zoning allows uses that are too
intensive for a residential neighborhood for example hotel or motel, private club or
restaurant, therefore, city staff does not support this request. There are ways to allow for
an antique store by specific use permit in the current zoning.
James O'Bryan states for those other types of businesses there are limitations with the
Certificate of Occupancy for the number of parking spaces and code restrictions.
Easton states there may be some challenges with making this building ADA compliant for
a thrift store.
Public hearing was declared open.
Jesse Bridges, 2222 Hubbard Street, states this area is 80% Commercial with uses such as
tire shop, pawnshop and restaurant. Bridges states that Mr. Fletcher wants a retail store for
things like glassware, paintings etc.
Keith Flowers states this is a major thoroughfare through to Pine Bluff and does not see
the need for East Price to be the dividing line for less intensive uses to the north. Flowers
states he does not foresee anyone wanting to come in and build a single family home in
this area.
Steve Fletcher, 3001 Abbott Lane, states the secondhand store would mainly sell home
ddcor and not clothing.
Sims Norment states that logically 20th Street all the way to Loop 286 is going to be
Commercial.
Public hearing was declared closed.
Motion was made by Keith Flowers, seconded by Sims Norment to approve the petition.
Motion carried 4-0.
5. Adjournment.
Motion made by Keith Flowers and seconded by James O'Bryan to adjourn.
Meeting adjourned at 5:53 p.m.
