00 - AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, March 9, 2020. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on February 24, 2020. 6. Receive reports and/or minutes from the following boards and commissions: a. Paris Visitors & Convention Council Board of Directors (1-21-2020) b. Airport Advisory Board (1-16-2020) c. Planning & Zoning Commission (2-3-2020) Regular Agenda 7. Discuss and act on a Resolution forgiving certain civil penalties assessed against the property located at 2596 W. Houston. 8. Discuss and act on a Resolution forgiving certain civil penalties assessed against the property located at 1421 and 1431 N.E. V' Street. 9. Discuss and act on a contract with American Ramp Company for construction of an Asphalt Pump Track located at the Sports Complex, in an amount not to exceed $451,691.86. 10. Discuss and act on five chest compression machines for the EMS department. 11. Discuss and act on collection of the 1% fee for a public, educational, and governmental channel. 12. Discuss and act on amending Article XI of Chapter Two, Section 2-551 of the Code of Ordinances of the City of Paris, Texas, to provide for expansion of the Municipal Band Commission membership to include resident citizens from Lamar County, Texas and to delete term limits. 13. Discuss and act on one appointment to the Building & Standards Commission. 14. Discuss and act on a stop sign request at Stone Avenue and Lewis Lane. 15. Convene into Executive Session pursuant to: A. Section 551.072 of the Texas Government Code to deliberate the purchase, exchange, lease, or value of real property. B. Section 551.074 of the Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: review proposed city manager's contract. 16. Reconvene into Open Session and possibly take action on those matters discussed in Executive Session. 17. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 18. Adjournment.
