91-032
WHEREAS, the Office of the Governor of the State of
Texas, through its Criminal Justice Division is offering
grant assistance in the amount of $23,400.00 for the purpose
of crime prevention; and,
WHEREAS, the City Council of the City of Paris deems it
to be in the best interest of the citizens of Paris to seek
such assistance in said project; and,
WHEREAS, the Paris Police Department has planned a crime
prevention program requiring total funding in the amount of
$39,343.00; and,
WHEREAS, the City of Par i s has ava ilable for the Par is
Police Department crime prevention program $15,943.00 which
combined with the grant assistance available would fund the
total crime prevention program; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That an application be made to the Office of the
Governor of the State of Texas, Criminal Justice Division for
a Crime Prevention Program, SFAOI, grant in the approximate
amount of $24,000.00.
2. That Michael E. !'lalone, City Manager of the City
of Paris, be, and he is hereby appointed as the Authorized
Official of said project and is authorized and directed to
execute on behalf of the City of Paris the application for
grant in the form attached hereto as Exhibit A.
3. That Karl Louis, be, and he is hereby appointed as
Project Director and is hereby authorized to execute and
deliver on behalf of the City of Paris all reports,
communications, assurances and documents necessary for the
completion of said project.
4. That W. E. Anderson, Director of Finance, be, and
he is hereby authorized and directed to serve as the
Financial Officer for said project and to receive and
distribute funds for purposes of crime prevention.

1. Objectives And Need for this Assistance:
The Paris Police Department's Crime Prevention Unit is a crucial
component in our efforts to fight the escalating crime rate in our
community. It has been more than a decade since the Paris Police
Department has had an active, effective, properly functional Crime
Prevention Unit. There are no Crime Prevention Units currently in
operation in any area agencies that can be beneficial to our local
community.
Our objective as a Crime Prevention Unit is to work with the public.
Through the department's Crime Prevention Program, citizens will
receive education and support that will enable them to be better
equipped to avoid being victimized by criminal activity. . Closer
cooperation with our law enforcement agencies through this program
will result in a lower crime rate.
The Crime Prevention Unit will work very closely and diligently
with the public to help them understand that with their help and
our knowledge, the local crime rate will decline. It will be the
responsibility of the Crime Prevention Officer to work with our
citizens and share with them practices and techniques which have
been proven to reduce the incidence of crime. Through the efforts
of this officer the public will develop a positive outlook on law
enforcement and will feel more safe in our community.
2. Results or Benefits Expected:
As a result of our close relationship with the public, the local
crime in and around Paris will drop.
Last year in the City of Paris, 2991 Part I Class Offenses were
committed. This included 525 Burglaries, 130 Vehicle Thefts,
1852 Thefts, 399 Aggravated Assaults, 1 Murder, 37 Robberies and
20 Rapes. This resulted in a 10.1% decrease in the crime rate in
the City of Paris. Therefore, as indicated by these figures, the
public needs and wants to be educated in numerous areas.
3. Approach:
a. Statement of Tasks Involved:
Since word has gotten out that the Paris Police Department has
developed a Crime Prevention Unit, numerous requests have been
received to do a variety of different programs. These re-
requests have ranged from Neighborhood Crime Watch Programs,
Shoplifting Prevention, Drug Awareness, Residential and
Commercial Burglary Prevention, Child Abuse Detection, Gang
problems in the schools and community. The Paris Police De-
partment has accepted the Crime Stoppers Tip Line on a full
time basis. In order to be an effective Crime Prevention Unit,
manpower and educational material is vital to the Unit.

b. PROJECTED ACCOMPLISHMENTS:
As previously stated, the demand for different types of programs
for the public is rapidly growing. Numerous programs have been
given in the last year as documented in the "Accomplishments To
Date" Section of this grant application. The public acceptance .of
The Crime Prevention Unit at the Paris Police Department has been
overwhelming. The Department has had to do very little publicity
due to "word of mouth" in the community. That alone has produced
more work than one officer alone has been able to keep up with.
Again, in order for these demands to be met, the Crime Prevention
Unit will need monetary assistance.
c. Kinds of Data Collected:
The Police Department is already collecting the data on different
services provided by the department's Part I and II Offenses, and
the percent of change from month to month. We check on the amount
of fines collected, the type of value property recovered, offense
clearance rate, and the number of arrests, as well as non-criminal
services. In addition to these areas of data collected, the Crime
Stoppers program also keeps similiar data.
The Crime Prevention Officer will keep records of the programs
given, commercial and residential surveys, home inspections, and
other crime-preventing responsibilities provided.
d. Other Participating/Cooperating Organizations:
No other agency at this time.
4. Geographic Location:
The Paris Police Department will primarily serve the City of Paris.
However, the entire Lamar County area will benefit from the Police
Department's Unit through the programs that are open and available
to anyone that is interested in the topics that are being presented.
Several small communities will want neighborhood crime watch programs
established, security surveys, home inspections and many other
similar programs.
5. Research or Demonstration Projects:
The Crime Prevention-Public Relations Officer for the Paris Police
Department is Officer Todd Varner. Officer Varner has been a
certified peace officer since October,1984. He has served as a
Patrolman during that time. In January,1990, Officer Varner pre-
sented Chief Karl Louis a proposal for a Crime Prevention Unit in
the department. Officer Varner is very interested in crime preven-
tion and understands the need for a program of this nature in our
county.

Varner is also the coordinator for the Lamar County Crime Stoppers
program and has been certified as a Crime Prevention Practitioner,
State Home Owners Insurance Inspector and a local Crime Stoppers
program coordinator.
Due to public requests and demands the Paris Police Department has
also assigned Officer Varner as Public Information Officer, Victim's
Compensation Act Liaison, Operation Lifesaver Coordinator, Department
Warrant Officer and he has recently been certified as a Drug Awareness
Resistance Education Instructor.
Therefore, Officer Varner has the desire and the knowledge to operate
an efficient and productive Crime Prevention Unit.
6. ACCOMPLISHMENTS TO DATE:
Since the Paris Police Department created the Crime Prevention Unit
in February,1990, on a part time basis to present date, one hundred
and one (101) programs have been given to over seven thousand three
hundred forty-eight (7348) people. From 1989 to 1990, the Part I
Class Offenses dropped in the City of Paris by 10.1%. This infor-
mation shows, without a doubt, that the citizens of Paris and Lamar
County are hungry to learn more about how to protect themselves and
their property.
The Crime Prevention Unit at the Paris Police Department is vital to
the community. With the help of this grant, Paris will be a better
and safer place to live.

supervision which shall be utilized in the accomplishment of the
project are not listed on the Environmental Protection Agency's
(EPAl list of Violating Facilities and that it will notify the
Federal grantor agency of the receipt of any communication from
the Director of the EPA Office of Federal Activities indicating
thAt a facility to be used in the project is under consideration
tor listing by the EPA.
11.It viII comply with the flood insurance purchase requirements of
Section l02(a) of the Flood Disaster Protection Act of 1973, Public
Law 93-234, 87 Stat. 975, approved December 31, 1976. Section
102(a) requires, on and after March 2, 1975, the purchase of flood
insurance in communities where such insurance is available as a
condition for the receipt of any Federal finuicial assistance for
construction or acquisit;on purposes for use in any area that has
been identified by the Se<...etary of the Department of Housing and
Urban Development as an area having special flood hazards.

The phrase "Federal financial assistance" includes any form
of loan, grant, guaranty, insurance payment, rebate, subsidy,
disaster assistance loan or qrant, or any other form .of
direct or indirect Federal assistance.
12. It will assist the Federal grantor agency in its compliance
with Section 106 of the National HistQric Preservation Act
of 1966 as amended (16 U.S.C. 470), Executive Order 11593,
and the Archeological and Historic Preservation Act of
1966 (16 U.S.C. 469a-l et seq.) by (a) consulting with the
State Historic Preservation Officer on the conduct of
investigations, as necessary, to identify properties listed
in or eligible' for inclusion in the National Register of
Historic Places that are subject to adverse effects (see 36 CFR
Part 800.8) by the activity, and notifying the Federal
qrantor agency of the existence of any such properties, and
by (b) complying with all requirements established by the
Federal grantor agency to avoid or mitigate adverse effects
upon such properties.
13. It will comply with the Uniform Grant and Contract Management Standards
(UGCMS) developed under the directive of the Uniform Grant and,Contract
Management Act of 1981, Texas Civil Statutes, Article 4413(32g).
