Commissioner Dux called the meeting to order at 4:00 p.m.
The January 8, 2020 minutes were approved by acclamation.
The commission reviewed the list of structures with Code Enforcement violations located at
142 W Plum, B. 921 E Houston, C. 235 NE 8th, D. 447 NE 8th, E. 702 E Booth, F. 800 BLK of SE 38th, G.
1011 Church, H.845 E Washington, I. 628 SE 6th, J. 1324 Margaret, K. 2004 Cleveland, L. 404 SW 3'd. A
motion was made by Commissioner Hider determining these structures cannot be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as
historic property as designated by the City Council of the City of Paris, seconded by Commissioner Emmite,
motion carried unanimously.
Cheri Bedford gave an update on the up and coming free educational Window Workshop on March 14,
2020 from 9:00 a.m. to 12:00 p.m. An informational invite is prepared and ready for mail out to Church St
Historic District residents. Commissioner Dux suggested that all contractors registered with the City of Paris
be sent a mail out.
Cheri also reported on the City Hall centennial celebration and the Imagine the Possibilities tours scheduled
for May 9, 2020, from 1:00 p.m. to 4:00 p.m. More details to follow.
The list of Certificates of Appropriateness approved in house was reviewed by the commission.

1. Johnny Norris called the Building and Standards Commission Meeting to order at
3:00 P.M.
Roll was called.

2. Approval of minutes from previous meeting. (November 18, 2019)
Motion made by Ben Vaughan, seconded by Mike Folmar to approve minutes with
correction to Mike Folmar's name. Motion carried unanimously. 5-0
Ken Kohls asked questions about the status of previous agenda items.
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and/or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures;"
Article II of Chapter 17, entitled "Control of Weeds, Junk, and Other Objectionable,
Unsightly, or Unsanitary Matter of Private Premises;" Chapter 1-6, Chapter 11.5 of
the Code of Ordinances of the City of Paris, Paris, TX:
F. 142 Plum
Owner: Josue Colunga- was present for the meeting.
Robert Talley discussed the problems with the structure. The owner stated that he
would like more time to figure out what to do with the property. Commission
ordered the structure to be secured and tabled the item until the next meeting.
Motion made and seconded to table. Motion carried unanimously. 5-0
A. 845 E Washington
Robert Talley stated being brought to BSC for noncompliance of a previous repair
order.
Robert Talley's recommendation: Declare a nuisance, repair structure within
30 days or a $10 per day civil penalty assessed.
Motion made and seconded to accept Robert Talley's recommendation.
Motion carried unanimously. 5-0
B. 1203 SE 16th
Robert Talley stated no contact with owner. Structure is unsecure and carport
needs to be removed.
Robert Talley's recommendation: Declare a nuisance, demo carport within 30
days or city has right to do so, secure within 14 days.
Motion made and seconded to accept Robert Talley's recommendation.

C. 921 E Houston
Robert Talley stated the owner wants the City to demolish the structure.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days or
city has right to do so.

Motion carried unanimously. 5-0.
D. 447 NE 8th
Robert Talley stated no contact with owner. Complete burn -out.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Motion carried unanimously. 5-0
E. 702 E Booth
Robert Talley stated no contact with owner. Structure is unsecure and has holes
in the roof.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Motion made and seconded to accept Robert Talley's recommendation.
Motion carried unanimously. 5-0
G. 1011 Church
Robert Talley stated no contact from the owner. Foundation damage, missing
and deteriorated wood, roof is sagging.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

H. 235 NE 8th
Robert Talley stated no contact with the owner on this property, but owner has
previously sent letters to Code Enforcement stating he has walked away from his
properties in Paris. Unsecure, holes in roof, foundation damage.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.

Robert Talley stated no contact with owner. House is collapsing.

J. 1324 Margaret
Robert Talley stated no contact with owner. Extensive fire damage and rubbish
in front and back yard.

city has right to do so.

K. 404 SW 3rd
Robert Talley stated owner came to see him today and has contracted Bray
Demolition to demolish structure. Back of structure has collapsed, unsecure.
Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or
city has right to do so.
Motion made and seconded to accept Robert Talley's recommendation.

L. 1645 MLK
Robert Talley stated that he has had no contact with the owner. Property has junk
and rubbish in front, side and back yard.
Robert Talley's recommendation: Declare a nuisance, remove junk and
rubbish within 30 days or the City has the right to do so.
Motion made and seconded to accept Robert Talley's recommendation.
Motion carried unanimously 5-0.
