SUBJECT: SAFE NEIGHBORHOODS GRANT ADJUSTMENT

BACKGROUND: The Project Safe Neighborhood Grant awarded to the police department this
past year resulted in greater visibility of officers in our neighborhoods. Officers have already made
seven arrests and performed other activities because of this grant.
STATUS OF ISSUE: The Authorized Official (AO) for the grant is the former city manager. The
department is required to ask for reimbursement funds used in the grant. A `hold' placed on the
grant requires the naming of a new AO before funds are released. The grant requires that the AO,
Finance Officer and Grant Manager be different individuals. Mr. Anderson serves as the finance
officer for this grant and is ineligible for the AO position. Since we are in between city managers,
I am asking that the Council authorize our Mayor to be the AO on this grant. The mechanism for
changing the AO is a grant adjustment with a resolution by Council.
BUDGET: The grant application does not require any in-kind or matching funds. The total grant
request is for $100,000.00.
RECOMMENDATION: Motion to approve a resolution authorizing the naming of the Mayor of
Paris as the AO for the Project Safe Neighborhood grant and authorizing the Mayor of Paris to
execute all necessary documents.
RESOLUTION NO.
A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS APPROVING THE MAYOR OF THE CITY OF PARIS, TEXAS TO
ACT AS AUTHORIZED OFFICIAL FOR THE SAFE NEIGHBORHOODS
GRANT, WITH THE POWER TO APPLY FOR, ACCEPT, REJECT,
ALTER, OR TERMINATE THE GRANT ON BEHALF OF THE
APPLICANT AGENCY; REPLACING THE FORMER CITY MANAGER,
JOHN GODWIN, AS AUTHORIZED OFFICIAL; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, on the 241h day of June, 2019, the City Council of the City of Paris,
Texas approved resolution number 2019-019 authorizing the city to submit an
application for a Project Safe Neighborhood Grant, Grant number 3921101, and
designating John Godwin, the former City Manager as the Authorized Official; and
WHEREAS, the City Council must designate a new Authorized Official to
replace Mr. Godwin because his departure from the City; and
WHEREAS, the grant requires the Authorized Official, Finance Manager and
Grant Manager be separate individuals; and
WHEREAS, the City Council of the City of Paris authorizes the Mayor of the
City of Paris to serve as the Authorized Official with the power to apply for, accept,
reject, alter, or terminate the grant on behalf of the applicant agency.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS:
SECTION 1. That the findings set out in the preamble to this resolution are
hereby in all things approved.
SECTION 2. That the City Council of the City of Paris, Texas designates the
Mayor of the City of Paris, Texas, as the grantee's Authorized Official.
