AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE FY 2019-2020 BUDGET BY INCREASING THE BUDGET IN
THE AMOUNT OF $510,000; AUTHORIZING AND DIRECTING THE
DIRECTOR OF FINANCE TO TRANSFER FUNDS FROM GENERAL FUND
RESERVES TO THE GENERAL EXPENSES BUDGET; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Texas, Lamar County, Texas, and the City of Paris have
declared disaster declarations relating to the COVID-19 pandemic; and
WHEREAS, due to said pandemic and its rapid onset, resources for testing and other
aspects of the disaster have been in short supply, and testing for COVID-19 has been largely
unavailable to the public; and
WHEREAS, testing for COVID-19 is essential for the care and treatment of those
infected with the disease and is vital to detect those who are infected with the novel
coronavirus designated as SARS-CoV2 but are asymptomatic in order to quarantine those
persons to slow the spread of the virus to uninfected members of the public; and
WHEREAS, the City Council finds it to be in the best interest in the public health and
welfare and safety of the residents of the city to make testing available to its residents and
has organized a testing program; and
WHEREAS, the expenses relating to this program are anticipated to be in the
approximate amount of $510,000.00; and
WHEREAS, the expenses associated with said testing program were impossible to
anticipate when City Council adopted the General Expenses budget for the 2019-2020, and
no provision therefore was made in said 2019-2020 budget; and
WHEREAS, City Council finds that the following amendment to General Fund budget
are appropriate:

1. General Expenses $510,000.00

WHEREAS, the General Fund Reserve has sufficient funds to cover the requested
expenditure to institute a COVID-19, coronavirus testing program:

and
WHEREAS, in accordance with Section 70 of the Paris City Charter at the request of
the City Manager, the City Council may approve transfer of reserve funds to a city department
thereby increasing the 2019-20 City budget,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. The findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. The Director of Finance be, and he is hereby, authorized and directed
to transfer funds from the following account in the amounts shown as follows:

1. General Fund Reserves $ 510,000.00

Section 3. All provisions of the ordinances of the City of Paris, Texas in conflict with
the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 4. The repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section S. It is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That this ordinance shall become effective after its passage and
publication as required by law.
