1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Chad Lindsey, Co -Chairman.
Commissioners were present with the exception of Keith Flowers and Rick Hundley.
Also present were staff members Carla Easton, Triniti Frazier, Clyde Crews, City Council
Liaison Steve Clifford and concerned citizens.
2. Citizen 's forum
(Persons desiring to address the Planning and Zoning Commission must limit their presentation to no more than two
minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding
to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific
factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals
are not appropriate for citizens' forum)

3. Approval of minutes from the meeting of February 3, 2020.
Motion was made by Clifton Fendley, seconded by Francine Neeley to approve the minutes
for the February 3, 2020 meeting. Motion carried 5-0.
4. Public hearing to consider and take action regarding the petition of Casey Gain on behalf
of Scott McDowell for a change in zoning from a Single -Family Dwelling District No. 2
(SF2) to a Two -Family Dwelling District (2F), in the Wynnwood Addition, Block A, Lots
7, 8, located at 830 S Collegiate.
Easton states Scott McDowell is requesting a change in zoning in order build a duplex.
The site is approximately 0.67 acres with driveway access available onto S Collegiate. The
future land use plan calls for this site to be low-density residential. Existing land uses in
the area include single-family residential, multi -family, medical office, dining, mixed retail
and office space. There is an existing channel providing a natural divide between the single-
family neighborhood to the north and east of the subject property. Easton further states

a duplex would provide a good transition to the adjacent neighborhood. City staff
recommends approval.

5. Public hearing to consider and take action regarding the petition of Grace Bible Church
Paris for a change in zoning from Public Lands and Institutions (PLI) to a Commercial
District (C), in the City of Paris, Block 307, Lot 5B, located at 2885 N Main Street.
Easton states Grace Bible Church Paris, is requesting a change in zoning in order to open
a church. The site is approximately 2 acres and was previously owned by the State of Texas
and used for the local DPS office. The future land use plan recommends for this site to be
used as commercial. Existing land uses in the area include fueling stations, retirement
home, hotel, and other commercial businesses. There is an existing building onsite, which
will be remodeled into a church. There is adequate parking and driveways to serve the site.
This zoning request conforms to the recommendations in the future land use plan and is
supported by city staff.

w1SUP), in the Brookside Addition, Block 11, Lot 3, located at 803 SE 24h Street.

7 Consideration of and action on the Preliminary Plat of Lot 3, Block 227-C of the Dority
Addition, LCAD Property ID 17612, located at 655-675 NE 20th Street.
Easton states that Kenneth Dority owns 0.298 acres in the 600 block of 20 St NE. He
has submitted a preliminary and final plat of the property in order to build a triplex on the
lot. The lot is currently zoned Four Family Dwelling District (4F). Water service is
available to the property; however, sewer must be extended to the lot from Tudor Street at
the owners' expense. It appears that the preliminary plat complies with the City of Paris
regulations, and approval of the final plat is contingent upon extension of the sewer main.
Motion was made by Sims Norment, seconded by James O'Bryan to approve the
preliminary plat. Motion carried 5-0.

Easton states that Kenn Meeske owns a 4.406 -acre tract in the City's extraterritorial
jurisdiction along Pine Mill Road to construct a Two -Family Dwelling (2F) residential
subdivision ultimately comprised of eight lots. The property is not zoned, as it is outside
of the city limits. A preliminary plat of the subdivision was approved by the Planning &

existing driveway to the Church, as subject to TxDOT approval. It appears that the

15. Consideration of and action on the Preliminary Plat of Lot 1, Block A of the Offutt
Addition No. 3, LCAD Parcels 14906, 14907, 14908 and 108224, located in the 1000
Block off Main St.
Easton states that Marx Offutt owns four parcels at the southeast comer of N Main at Santa
Fe Street, currently used as a car lot. He is proposing to plat the properties as a single lot
in order to add a building for detailing cars. The current zoning is Commercial (C). The
owner has submitted prelin-driary and final plats of the property. Water and sewer service
is available along N Main and 1st St SE. The plat reflects an existing condition worthy of
noting. One of the existing portable buildings on the lot is located within an existing 15'
utility easement, and potentially on top of a city sewer main. The proposed building will
not affect the easement; however, the owner has been notified that should any maintenance
be required on the city sewer main in this area he will be responsible for moving the
building, at his cost. It appears that the preliminary and final plats comply with the City of
Paris regulations.

Addition, LCAD Parcel 17489, located in the 2500 Block of Price.
Easton states that Bailey Asay owns the lot located at the southeast comer of 250` NE and
E. Price, Asay has submitted a preliminary and final plat of the property in order to build a
quadruplex on the lot. The lot is currently zoned Four Family Dwelling District (4F). The
owner has submitted a preliminary and final plat of the property. Water and sewer service
is available to the lot and access is proposed off of E Price Street. It appears that the
preliminary and final plats comply with the City of Paris regulations.
