Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 27, 2020. The meeting will be held by video conference
through WWW.ZOOM.US and to join, access with Meeting ID 865-8085-6215, Password
265314. The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Due to the Governor's Proclamation and order and the declarations of disaster issued by the City of
Paris, and Lamar County, Texas on March 24, 2020 and March 26, 2020, relating to the global
COVID-19 pandemic, the meeting will be held by video conference or telephone conference, and
there will be no on site gathering. Consequently, persons desiring to address the Council must
submit their comments by e-mail to lellis(a),.paristexas.2ov no later than Monday, April 27, 2020 at
12:00 p.m. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the
Council from responding to any comments other than to refer the matter to a future agenda, to an
existing policy, or to a staff person with specific factual information. Claims against the City, Council
Members, or employees, as well as individual personal appeals are not appropriate for citizens'
forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on April 9 and April 13, 2020.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Visitors & Convention Council Quarterly Activity & Financial Reports
b. Love Civic Center Quarterly Activity & Financial Reports
c. Airport Advisory Board (2-20-2020)
d. Paris -Lamar County Board of Health (1-21-2020 & 2-18-2020)
e. Planning & Zoning Commission (3-2-2020)
7. Receive March monthly financial report.
8. Receive March drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve the Final Plat of Lots 1 and 2, Block A of the PCH 32 Addition, LCAD Property
ID 13852, located at 118 N.E. 12th Street.
11. Approve the Final Plat of Lot 1, Block A of the Raney Addition, City Block 213, LCAD
Property ID 17356, located at 2055 W. Sherman Street.
12. Approve the Replat of Lot 5, Block B of the Stone Ridge Estates Phase III Estates
Addition, LCAD Parcel 402702, located at 3900 N.E. 47" Street.
13. Approve the Replat of Lots 17-21, Block A of the Townwood Estates Phase I Addition,
LCAD Parcels 108956, 108957, 109958, 10959 and 108960, located in the 1000 Block of
Cannon Place.
14. Cancel the second city council meeting in May.
Regular Agenda
15. Introduction of new city manager, Grayson Path.
16. Discuss and provide direction on the process of administering COVID-19 testing.
17. Discuss and authorize the City Manager to execute a ground lease agreement with Dr.
Louis Trenchard for construction of a private hangar at Cox Field Airport.
18. Discuss and provide direction to staff on the submission of a letter of interest to TxDOT
Aviation for the construction of a hangar taxiway extension, a vehicle access road, and
pavement repairs at Cox Field.
19. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
20. Adjournment.
