Notice is hereby given that the City Council of the City of Paris shall meet in regular
session
at 5:30 p.m. on Monday, .May 11; 2020. The meeting will be held by video conference
through WWW.ZOOM.US;. To join the meeting, you may access with Meeting ID 8315 824
8500, Password 166985. The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
Due to the Governor's Proclamation and order and the declarations of disaster issued by the City of
Paris, and Lamar County, Texas on March 24, 2020 and 'March 26, 2020, relating to the global
COVID-19 pandemic, the meeting will be held by video conference or telephone conference, and
there will be no on site gathering. Consequently, persons desiring to address the Council must
submit their comments by e-mail to jellis a.,�aristl____ exas, oy no later than Monday, May 11, 2020 at
12:00 p.m. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the
Council from responding to any comments other than to refer the matter to a future agenda, to an
existing policy, or to a staff person with specific factual information. Claims against the City, Council
Members, or employees, as well as individual personal appeals are not appropriate for citizens'
fo ru in.)
If necessary, the City Council may convene into Executive Session under Chapter 551. of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meeting on April 27, 2020.
6. Receive reports and/or minutes from the following boards and commissions:
a. Paris Economic Development Corporation (2-12-2020 & 2-18-2020)
b. Board of Adjustment (02-04-2020)
7. Approve the Final Plat of Lots 1, 2, and 3, Block A of the Davidson 112 Addition, LCAD
Property ID 15777, 15778, and 15779 located in the 600 Block of S.E. 12`x' Street and
1200 Block of E. Hearon Street.
8. Approve the Final Plat of Lots 1 and 2, Block A of the Villa Real Addition CB 307-B,
LCAD Property ID 121104, located in the 3900 Block of Highway 271 North.
Regular Agenda
9. Discuss and act on a Resolution Acknowledging the Results of Prior Council Action
Declaring Candidates as Elected to office for Council Districts 1, 3 and 6, as a result of
having been Unopposed for Election to Office; Declaring the Terms of Office; Making
Other Findings and provisions related to the subject; and providing an effective date.
10. Issuance of Certificate of Election; Administer Statement of Elected Officer to Council
Members; and Administer Oath of Office to newly elected Council Members.
11. Discuss and act on an Agreement with the Southern Drag Boat Association for use of
Lake Crook on June 6-7, 2020, for a drag boat race event, implementing CoVid-19
measures, and authorize the City Manager to execute all necessary documents.
12. Discuss and act on a Resolution regarding the Oncor Electric Delivery Company LLC's
Application for Approval to amend its Distribution Cost Recovery Factor to Increase
Distribution Rates within the City.
13. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas,
Extending the Mayor's Declaration of Local Disaster for Public health Emergency and
Order dated March 31, 2020, and as Extended and Amended in Resolution No. 2020-011
and by Ordinance No. 2020-014, for an Additional Thirty (30) Days.
14. Discuss and act on resuming the CoVid-19 antibody drive-thru testing, including but not
limited to procedures and associated costs.
15. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
16. Adjournment.
