09 - Acknowledging Results of Prior Council Action & Declaring Candidates for Council Districts 1, 3, & 6 Elected to OfficeItem No. 9 TO: Mayor & City Council Grayson Path, City Manager FROM: Janice Ellis, City Clerk SUBJECT: ACKNOWLEDGING RESULTS OF PRIOR COUNCIL ACTION AND DECLARING CANDIDATES FOR COUNCIL DISTRICTS 1, 3, & 6 ELECTED TO OFFICE DATE: April 30, 2019 BACKGROUND: On January 27, 2020, by resolution number 2020-002, City Council ordered the regular municipal election for the purpose of voters to elect Council Members from Districts 1, 2, 3, and 6. STATUS OF ISSUE: On February 19, 2020, the City Clerk issued a certificate of unopposed candidates for Districts 1, 3, and 6. On February 24, 2020, by ordinance number 2020-008, City Council declared Council Members for Districts 1, 3, and 6 elected to office. On March 26, 2020, by resolution number 2020-012, City Council postponed the election for District 2 from May 2, 2020 to November 3, 2020 due to the global COVID-19 pandemic. BUDGET: N/A RECOMMENDATION: Approve the resolution declaring Renae Stone elected to serve as City Council Member for District 1; declaring Benny Plata elected to serve as City Council Member for District 3; and declaring Clayton Pilgrim to serve as City Council Member for District 6. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ACKNOWLEDGING THE RESULTS OF PRIOR COUNCIL ACTION DECLARING CANDIDATES AS ELECTED TO OFFICE FOR COUNCIL DISTRICTS 1, 3, AND 6 AS A RESULT OF HAVING BEEN UNOPPOSED FOR ELECTION TO OFFICE; DECLARING THE TERMS OF OFFICE FOR THE AFORESAID CANDIDATES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas, did heretofore, on the 27th day of January, 2020, by Resolution No. 2020-002, order the regular municipal election for the City of Paris to be held on the 2nd day of May, 2020, by the qualified voters in Districts 1, 3, and 6 of the City of Paris, for the purpose of electing City Council Members from said Districts; and, WHEREAS, on February 19, 2020, the City Clerk, being the authority responsible for having the official ballot prepared, certified, in writing, that the candidates for election as City Council Members for Districts 1, 3, and 6 were unopposed for election to office with no write-in candidates being declared and that there were no propositions to appear on the ballot; and, WHEREAS, on February 24, 2020, the City Council of the City of Paris, Texas, by Ordinance No. 2020-008 did, pursuant to the authority granted in the Texas Election Code Section 2.053, deem it appropriate that the candidates for election as City Council Members for Districts 1, 3, and 6 be declared elected to office and that no election should be held in those Districts; and, WHEREAS, on March 26, 2020, by resolution number 2020-012, the City council postponed the election for District 2 from May 2, 2020 to November 3, 2020, due to the global COVID-19 pandemic; and WHEREAS, as a consequence of said Ordinance No. 2020-008, the candidate for District 1, the same being Renae Stone; the candidate for District 3, the same being Benny Plata; and the candidate for District 6, the same being Clayton Pilgrim; were declared elected to office; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council hereby declares the candidate for District 1, the same being Renae Stone; the candidate for District 3, the same being Benny Plata; and the 1 candidate for District 6, the same being Clayton Pilgrim; are declared elected to office. Section 3. That this resolution shall be effective from and after its date of passage. PASSED, APPROVED, AND ADOPTED by the City Council of the City of Paris in regular session convened pursuant to the directions of the Election Code of the State of Texas and the Open Meetings Act of the State of Texas, this 11th day of May, 2020.
