RESOLUTION NO.
91-095
WHEREAS, Public Works and Economic Development Act of
1965, being Public Law 89-136, as amended, provides funding
for Economic Development Grants and loans for Public Works
and Development Facilities; and,
WHEREAS, the City Council of the City of Paris is
desirous of processing a grant preapplication for a Raw Water
Transmission Main between Pat Mayes Lake and City of Paris
Water Treatment Plant at a total project cost of $5,050,000,
with $1,500,000 to be provided by grant and $3,550,000 to be
provided by the City of Paris in the form of bond funds and
in kind services; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1. That a preapplication be made to the U. S.
Department of Commerce Economic Development Administration
for a grant in the amount of $1,500,000, being approximately
29.7"/0 of the estimated cost of the Raw Water Transmission
Main from Pat Mayes Lake to City of Paris Water Treatment
Plant, with the City of Paris providing $3,550,000 in kind
services and funds.
2. That Michael E. Malone, City Manager of the City of
Paris, be, and he is hereby appointed as the Authorized
Official of said project and is authorized and directed to
execute on behalf of the City of Paris the preapplication for
grant in the form attached hereto as Exhibit A.
3. That Earl Smith, P.E., City Engineer, be, and he is
hereby appointed as Project Director and is hereby authorized
to execute and deliver on behalf of the City of Paris all
reports, communications, assurances and documents necessary
for the completion of said project.
4. That W. E. Anderson, Director of Finance, be, and
he is hereby authorized and directed to serve as the
Financial Officer for said project and to receive and
distribute funds for purposes of constructing a Raw Water
Transmission Main to Pat Mayes Lake.
