RESOLUTION NO.

WHEREAS, the City Manager of the City of Paris has
furnished to the City Council at special session convened on
the 30th day of August, 1991, the City Manager's proposed
budget as directed by Section 45 of the Charter; and,
WHEREAS, the City Manager did file the proposed budget
with the City Clerk of the City of Paris this 30th day of
Augus t, 1991, in accordance with Vernon's Texas Codes
Annotated, Local Government Code, Section 102.005(a); and,
WHEREAS, the City Council did heretofore conduct several
budget workshops; and,
WHEREAS, in accordance with Section 50 of the Charter, a
public hearing must be held giving all interested persons an
opportunity to be heard for or against any item or the amount
of any item therein contained; and,
WHEREAS, an appropriate time for said public hearing is
found to be September 19, 1991, which date is at least 15
days after the date the proposed budget was filed with the
City Clerk in accordance with Vernon's Texas Codes Annotated,
Local Government Code, Section 102.006(b); NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That a public hearing is called for the 19th day of
September, 1991, at 6:00 P.M. in the City Council Chambers,
City Hall, for the purpose of hearing written and oral
comment from the citizens of the City of Paris concerning the
City Manager's proposed annual budget for fiscal year
1991-92; and,
BE IT FURTHER RESOLVED, that the City Clerk of the City
of Paris publish notice of said public hearing in the Paris
News on the 8th day of September 1991, setting forth the time
and place of said public hearing, which public hearing date
is no sooner than the fifth (5th) day after said publication
date.

PUBLICATION OF NOTICE OF INTENTION TO ISSUE $3,300,000.00
CERTIFICATES OF OBLIGATION was duly introduced for the
consideration of said City Council and read in full. It was
then duly moved and seconded that said Resolution be adopted;
and, after due discuss ion, sa id mot ion carrying wi th it the
adoption of said Resolution, prevailed and carried by the
following vote:

2. That a true, full and correct copy of the aforesaid
Resolution adopted at the Meeting described in the above and
foregoing paragraph is attached to and follows this
Certificate; that said Resolution has been duly recorded in
said City Council's minutes of said Meeting; that the above
and foregoing paragraph is a true, full and correct excerpt
from said City Council's minutes of said Meeting pertaining
to the adoption of said Resolution; that the persons named in
the above and foregoing paragraph are the duly chosen,
qualified and acting officers and members of said City
Council as indicated therein; that each of the officers and
members of said City Council was duly and sufficiently
notified officially and personally, in advance, of the time,
place and purpose of the aforesaid Meeting, and that said
Resolution would be introduced and considered for adoption at
said meeting, and that said Meeting was open to the public
and public notice of the time, place and purpose of said

AUTHORIZING PUBLICATION OF NOTICE OF INTENTION
TO ISSUE CERTIFICATES OF OBLIGATION

CITY OF PARIS ~
WHEREAS, the Ci ty deems it advisable to give not ice of
intention to issue certificates of obligation in the amount
of $3,300,000.00, for the purpose of paying, in whole or in
part, contractual obligations for improving and extending the
City's combined Waterworks and Sewer System, and to pay all
or a portion of the legal, fiscal and engineering fees in
connection with this project; and,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS:
1.

That attached hereto is a form of the Notice of
to issue Certificates of Obligation, the form and
of which is hereby adopted and approved.
2. That the City Clerk shall cause said notice to be
published in substantially the form attached hereto, in a
newspaper of general circulation in said City, and published
in sa id Ci ty, on the same day in each of two consecutive
weeks, the date of the first publication thereof to be at
least 14 days prior to the time set for the issuance of such
certificates of obligation as shown in said notice.
3. That this Resolution shall take effect immediately
upon its passage.

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND UTILITY
SYSTEM REVENUE CERTIFICATES OF OBLIGATION
The City of Paris does hereby give notice of intention
to issue Combination Tax and Utility System Revenue
Certificates of Obligation, Series 1991, in the maximum
principal~amount not to exceed $3,300,000.00, for the purpose
of paying, in whole or in part, contractual obligations for
improving and extending the City's combined Waterworks and
Sewer System, and for paying all or a portion of the legal,
fiscal and engineering fees in connection with this project.
The City proposes to provide for the payment of such
Certificates of Obligation from the levy and collection of ad
valorem taxes in the City as' provided by law, and from the
revenues of the City's combined Waterworks and Sewer System,
after payment of all operation and maintenance expenses
thereof, and all debt service, reserve, and other
requirements in connection with all of the City's revenue
bonds (now or hereafter outstanding), which are payable from
all or any part of the Net Revenues of the City's combined
Waterworks and Sewer Sys tem. The Ci ty Counc i1 proposes to
authorize the issuance of such Combination Tax and Utility
System Revenue Certificates of Obligation, Series 1991, at
6:00 P.M., on September 23, 1991, at a Special Meeting, at
the City Hall, Paris, Texas.
