1. The meeting of the Planning and Zoning Commission was called to order at 5:30 p.m. by
Keith Flowers, Chairman.
Commissioners were present online via the Zoom meeting app with the exception of Rick
Hundley and Chad Lindsey.
Also present were staff members Carla Easton, Triniti Frazier, Clyde Crews and City
Council Liaison Steve Clifford.
2. Citizen's forum
(Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Commission from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual
information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not
appropriate far citizens' forum)
With no citizen's logged into the on-line zoom meeting the forum was declared closed.
3. Approval of minutes from the meeting of March 2, 2020.
Motion was made by Sims Norment, seconded by James O'Bryan to approve the minutes
for the March 2, 2020 meeting. Motion carried 5-0.
4. Consideration of and action on the Preliminary Plat of Lots I and 2, Block A of the PCH
32 Addition, LCAD Property ID 13852, located at 118 NE 12th Street.
Easton states this is a 0.361 -acre lot in the 100 block of 12th NE. The property spans the
block between 12th NE and 13th NE. The owner has submitted a preliminary and final plat,
proposing to subdivide the property into two lots in order to construct a duplex on each lot.
The current zoning is Two Family Dwelling (217). Water and sewer service is available to
each lot; however, the street curb shall be constructed with the site development. It appears
the preliminary and final plats comply with the City of Paris subdivision regulations with
the following revisions:
1. Provide a vicinity map or cross street reference with dimensions
2. Provide lot depth dimensions to each lot
3. Show the ROW width on adjacent streets
4. Provide a 5' ROW dedication along frontage (both lots)
5. Provide a 5' utility easement along frontage (both lots)
Motion was made by Keith Flowers, seconded by Francine Neeley to approve the
preliminary plat with noted revisions. Motion carried 5-0.
5, Consideration of and action on the Final Plat of Lots I and 2, Block A of the PCH 32
Addition, LCAD Property ID 13852, located at 118 NE 12th Street.
Easton states this is the same plat with same comments.
Motion was made by Sims Norment, seconded by James O'Bryan to approve the final
plat with noted revisions. Motion carried 5-0.
6. Consideration of and action on the Preliminary Plat of Lot 1, Block A of the Raney
Addition CB 213, LOAD Property ID 17356, located at 2055 W Sherman Street.
Easton states the owner Steve Raney, dba Raney Day Enterprises, Inc. owns 0.49 acres in
City Block 213 located on W Sherman Street. The owner has submitted preliminary and
final plats of the property. The lot is zoned Single -Family Dwelling District No. 2 (SF -2)
and Mr. Raney proposes to construct a single family home on the lot. Water and sewer
service is available. The street curb and gutter shall be installed at the time of the
driveway construction. It appears that the plats comply with the City of Paris regulations.
Motion was made by Keith Flowers, seconded by James O'Bryan to approve the
preliminary plat. Motion carried 5-0.
7. Consideration of and action on the Final Plat of Lot 1, Block A of the Raney Addition CB
213, LOAD Property ID 17356, located at 2055 W Sherman Street.
Easton states this is the same plat with same comments.
Motion was made by Keith Flowers, seconded by Francine Neeley to approve the final
plat. Motion carried 5-0.
8. Consideration of and action on the Replat of Lot 5, Block B of the Stone Ridge Estates
Phase III Estates Addition, LCAD Parcel 402702, located at 3900 NE 47`h Street.
Easton states Stephen & Melanie Hodges own Lot 5, Block B of Stone Ridge Phase III
subdivision. They are proposing to construct a swimming pool in the back yard; however,
the city has a sewer force main in a utility easement that is in the way of the proposed
pool. The owners have relocated the force main at their expense in order to vacate and
abandon the easement crossing through the middle of their back yard. The owners have
submitted a replat providing a 15' utility easement along the south property line for
access to the existinx lift station and sewer force main, It
the subdivision regulations with the noted revision:
1. Include a note to reference the change from original plat
Motion was made by James O'Bryan, seconded by Keith Flowers to approve the replat
with noted revision, Motion carried 5-0.
9. Consideration of and action on the Replat of'Lots 17-21, Block A of the Townwood
Estates Phase IAddition, LCAD Parcels 108956, 108.957, 108958, 108959 and 108960,
located in the 1000 Block of Cannon Place.
Easton states Steven Clay own lots 17 through 21, Block A of the Townwood Estates
Phase I subdivision located on Cannon Place/Levi Lane. He is proposing to build five
single-family homes (one per lot), and would like each lot to have front entry from
Cannon Place Drive. The original site plan and plat provided for rear access via an alley

back yard fences parallel to Levi Lane, It appears the replat complies with the City of
Paris subdivision regulations and the zoning regulations for this Planned Development,
with the following revision.
1. Provide a front yard setback/build line along Cannon Place, distinguishing
between the front and rear yard.
Motion was made by James O'Bryan, seconded by Keith Flowers to approve replat.
Motion carried 5-0.
