BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the
assistance of the Auto Burglary and Theft Prevention Authority, in September of 1994. Since that
time, the City of Paris Police Department application has been approved for 26 consecutive years.
ABTPA changed their name this past year to the Motor Vehicle Crime Prevention Authority. There
are two Paris police detectives assigned to the Task Force paid for by this grant. These officers
are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast
Texas area. Many times, criminals operate beyond jurisdictional lines.
STATUS OF IS SUE: The MVPCA has decided to resume taking applications for the grant process
this year. The total amount of the grant for 2020/2021 is $151,027.00 including a cash match of
$44,318.00 from the city. We ask for Council to approve the application for the grant and authorize
the manager to complete certain documents. The MVPCA requires a resolution from the governing
body for the grant application.
BUDGET: The grant application will require a $44,318.00 cash match in the 2020-2021 police
department budget.
RECOMMENDATION: Motion to approve a resolution authorizing the application of the grant
to the Motor Vehicle Crime Prevention Authority for continuation of the Northeast Texas Auto
Theft Task Force and authorizing the City Manager to execute all necessary documents.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPROVING THE SUBMISSION OF AN APPLICATION FOR AN EXTENSION
OF A MOTOR VEHICLE CRIME PREVENTION AUTHORITY (MVPCA),
FORMERLY THE AUTOMOBILE BURGLARY AND THEFT PREVENTION
AUTHORITY (ABTPA), GRANT FOR CONTINUATION OF THE NORTHEAST
TEXAS AUTO THEFT TASK FORCE; APPROVING A CASH MATCH FROM
THE CITY OF PARIS IN CONNECTION WITH SAID GRANT EXTENSION;
AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS
NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT
UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Motor Vehicle Crime Prevention Authority (MVPCA), formerly the
Texas Automobile Burglary and Theft Prevention Authority ("ABTPA"), provides funding
for automobile theft prevention grants; and
WHEREAS, under the provisions of the Texas Revised Civil Statutes Article
4413(37) and Texas Administrative Code Title 43, Part 3, Chapter 57, entities are eligible to
receive grants from the Motor Vehicle Burglary and Theft Prevention Authority to provide
financial support to law enforcement agencies for automobile theft enforcement teams and
to combat automobile burglary in the jurisdiction; and
WHEREAS, the City of Paris began the Northeast Texas Auto Theft Task Force, with
the assistance of Auto Burglary and Theft Prevention Authority, in September of 1994, and
since that time, for 26 consecutive years, the City of Paris has been approved to continue
the Task Force under this grant; and
WHEREAS, there are two Paris police detectives assigned to the Task Force whose
salaries are paid for by this grant who are allowed to investigate auto thefts and auto
burglaries in a number of counties in the Northeast Texas area so as to work cases on
criminals who operate beyond jurisdictional lines; and
WHEREAS, the City Council of the City of Paris desires to extend the Motor Vehicle
Crime Prevention Authority Grant entitled "Northeast Texas Auto Theft Task Force" project
as described in the City of Paris Grant Application for Fiscal year 2020-2021 attached
hereto as Exhibit "A" beginning September 1, 2020 and ending August 31, 2021, in the
amount of $151,027.00 including a cash match from the City totaling $44,318.00 in the
2020-2021 Paris Police Department Budget, and to continue the existing Auto Theft Task
Force and to hereby authorize the City Manager to execute the necessary documents; and
WHEREAS, the City Council of the City of Paris, Texas has agreed that in the event of
loss or misuse of the grant funds, the City of Paris, Texas assures that the grant funds will
be returned in full to the Automobile Burglary and Theft Prevention Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. The City Manager of the City of Paris, Texas is designated as the
Authorized Official to authorize all necessary documents to extend the grant from the
Motor Vehicle Crime Prevention Authority Grant Program.
Section 3. The Police Chief of Paris, Texas is designated as the Program Director
and the City Finance Director is designated as the Financial Officer for this grant.
Section 4. That this resolution shall be effective from and after its date of
passage.

Which type of grant are you applying for?
Continued Grant - Only available to agencies that have a 2020 grant. These are annual competitive grants for the
program described in the application. The program must be submitted for substantially the same program as the
previous year. The requested funds, match funds, and in-kind match must be within 5% of the previous year but in
any event may not go below the 20% minimum cash match requirement. The number of staff positions must be
within 5% of the total positions. Awarded activities are funded on a reimbursement basis.

Budget Narrative
Personnel: The Senior Detective will be in charge of the day to day operations of the Auto Theft Task Force and
shall be subject to the direct supervision of a Lieutenant within the Criminal Investigations Division of the Paris
Police Department and within the Department's Chain of Command up to the Chief of Police. The Senior Detective
will be subject to such orders as the Chief of Police or his designee may prescribe, not inconsistent with the laws on
the State of Texas or the mandates of the Texas Automobile Theft Prevention Authority grant.The Senior Detective
shall devote 100% of his time to official duties, unless granted leave by the Chief of Police or his designee.
The Senior Detective's responsibilities shall be:
Supervise the Task Force in all of its operations. Keep the proper records and be responsible for the maintenance
of all reports to the State of Texas and the Chief of Police. Work with every responsible, legitimate group or agency
in a cooperative effort to prevent, investigate and deter motor vehicle theft by educating the public and law
enforcement officers in the area of motor vehicle crimes as well as the assistance with any agency in the jurisdiction
with auto burglary and auto theft investigations. Investigate all assigned and motor vehicle theft cases and auto
burglary cases. This includes insurance fraud cases/ false reports and includes identification of stolen property in
which the identification numbers are removed or destroyed. Detectives assigned to the task for will apprehend
offenders, develop intelligence information conduct salvage yard inspections, 68A inspections and conduct
surveillance when necessary. Enforce all laws relating to the theft of motor vehicles. Assist in the prosecution of all
those charged with the crime of motor vehicle theft, fraud and auto burglary or related crimes. Detectives spend
approximately 70% of their on criminal investigations, 5% on public awareness and 25% on 68A
inspections/investigations.
The Detective will work under the direct supervision of the Senior Detective and shall likewise be subject to the
supervision of a Lieutenant within the Criminal Investigations Division of the Paris Police Department and within the
Department?s Chain of Command up to the Chief of Police. The Detective will be subject to such orders as the

Detectives are proactive when possible but with the current funding and staffing levels, case load, goals and
objectives and other grant requirements we do tend to be reactive on a lot of occasions. Following leads in
investigations are naturally reactive and a lot of times with auto theft the investigation does not begin, in a case with
no other evidence, until the car is recovered.
Detectives gather intelligence through Investigators in other agencies, Cargo Net Alerts, NER ALERTS, CHme
Stoppers Tips and we lbrward that information to agencies heads in our area to disseminate that information to
Patrol Officers and Investigators.

7. Advances - where costs can be determined in advance of travel, the employee may request an advance of the
designated costs, provided such request is received by the Finance office at least ten (10) working days prior to the
travel. Otherwise, all costs will be reimbursed to the employee following the event.
Supplies and Direct Operating Expenses (DOE): The City of Paris would include at least $2000.00 in fuel costs
for the task force vehicles. The typical fuel cost a year is normally much more than this amount.

These numbers are from the City of Paris UCR submitted by the City of Paris Records Division. The Task Force
recoveries will be different as the grant year runs different and the task force recovers vehicles in other jurisdictions
not reported to the City of Paris. Those number are as follows. FY 2016- 71 FY 2017- 65 FY 2018- 72.
Application Narrative
Grant Introduction (Executive Summary)
1.1 Briefly describe the organization and program operation. Provide a high level summary to the intent of the
application and how it will affect the local community. (500 words or less)
The City of Paris - Northeast Texas Auto Theft Task Force is a small two-man task force covering a large (9)
nine county area that is mainly rural in composition. Lamar County has a population of 47,191 and Paris
accounts for 25,005 according to 2016 numbers. There are 52,176 registered vehicles in Lamar County and
503,912 in the combined covered counties. GRAYSON and BOWIE COUNTIES are the only counties in our
coverage area considered metropolitan according to the FBI UCR reporting. The Task Force current coverage
are includes approximately 135 miles of the Oklahoma border starting on the Western border of GRAYSON
COUNTY to TEXARKANA.
Both Detectives are full time licensed Peace Officers the Project Manager is the Senior Detective and is a
Master Peace Officer with the Paris Police Department and is has specialized training In auto crimes. Both
Detectives spend 100% of their time investigating auto theft and vehicle burglary as well as other activities such
as public awareness activities. Detectives commonly work with Investigators from the Lamar County Sheriff,
Red River County, Hopkins County and Hunt County. The biggest cities in the coverage area are Sherman and
Texarkana followed by Paris and then Greenville. The task force Detectives has been investigating auto theft
and burglary crimes since 2010 and 2011 for an approximate total of (17) seventeen years of combined
experience in auto theft investigations. The Detectives have a combined total of (41) forty-one years of overall
law enforcement experience.

The Task Force has been fortunate and has been able to keep the same personnel since 2011 and we have
developed professional relationships with law enforcement, citizens and business owners in our communities.
The Task Force does other activities such as salvage yard inspections, attending events to distribute auto
crimes awareness materials, and completing 68-A inspections for citizens that otherwise would have to drive
into the DFW metroplex.
The intent of this application is to at least maintain the highly trained auto theft investigators in our area that is
mostly rural. There are few agencies in our coverage area that have dedicated auto theft investigators. We
would like to continue our mission of recovering stolen motor vehicles, investigation and arrest of the
perpetrators and maintain the public awareness of the auto theft and burglary problem in our area.
Grant Problem Statement
2.1 Provide an assessment of the motor vehicle burglary (including theft of parts) problem in the coverage area of
this application.
The project coverage area for the Task Force is large; however, with limited resources the Northeast Texas Auto
Theft Task Force investigates most burglaries that occur in the City of Paris. Without the Task Force these
cases would always be reassigned to the Patrol Officer that took the initial report. Patrol Officers seldom have
time to investigate crimes reassigned to them. Using UCR numbers for the City of Paris in FY 2016 168 cars
were burglarized, in FY 2017158 and in FY 2018 128 cars were burglarized. In FY 2016 the city showed a
estimated dollar loss of $100,143, in FY 2017 there was a $94,726 loss and finally In 2018 the City showed a
loss of $62, 642. The increasing use and availability of social media has made it difficult to recover property in
these cases as now there are so many ways to sale the stolen property through various social media market
places le Offerup, Craigslist, Facebook Marketplace and pawn shops.
The jurisdictional area showed a total of 1,979 theft from motor vehicles in FY 2017 with a total loss amount of
$12.9 million dollars. The jurisdiction also showed a total of 334 theft of auto parts/accessodes with a dollar
amount loss of $354,604 in FY 2017.
The majority of the offenders in these case have tended to be 15 to 20 year old males and they commonly
simply pull handles and rummage through vehicles. Guns are commonly found be taken in these burglaries and
many times are later found when Narcotics Detectives/CID have run search warrants on drug traffickers. Task
Force sometimes assist on those warrants when available and extra personnel are needed. The City has seen
the number of guns stolen out of cars increase from 16 in FY 2016, 20 in FY 2017 and 26 in FY 2018.
Most offenders of auto theft crimes are linked to the methamphetamine problem that is growing. This is due to
the availability of methamphetamine leading to a drop in the price of the drug. This will undoubtedly lead to
more dealers/users with the availability of the drug at a lower cost and an expected increase in the associated
crimes.
2.2 Provide an assessment of the motor vehicle theft problem in the coverage area of this application
The primary applicant the City of Paris is a city In Lamar county centrally located between Grayson and Bowie
Counties that cover the West and East ends of the Task Force's coverage area with Hopkins and Hunt Counties
part of the southern area of coverage. Examining the auto theft cases reported in FY 2016, FY 2017 and FY
2018 shows the city of Paris had a relatively steady number of auto thefts with 45, 46, and 48 reported. In FY
2016 Lamar County reported 10 auto thefts, in FY 2017 they had 15 and FY 2018 they had 10. Most auto theft
cases are vehicle stolen with the keys inside or access to the keys to the vehicle the thief had or gained. The
auto thefts almost always are connected to the methamphetamine/drug problem in our area. Also our coverage
area recovers vehicles stolen from in and around the Dallas area as our area is only an hour away at the closet
from Dallas. iN Fy 2016 due to auto theft the amount of reported loss auto theft and vehicles to the City of Paris
was $447,789, in FY 2017 it was $538,250, and in FY 2018 it was $233,695,00.
The jurisdictional coverage area in FY 2017 showed approximately 634 auto thefts and using the average of
$9,283.00 per vehicle for the stolen vehicles in Paris shows a loss of $5.8 million dollars. The National
insurance Crime Bureau has two metropolitan areas on their 2018 Theft Hot spots list with Sherman -Denison at
#171 Nationwide with 275 auto thefts and a rate of 205.24 and Texarkana Arkansas at #124 with 377 auto thefts
and a rate of 250.93.
The UCR numbers do not include trailer thefts, atv's, tractors and other farm related Items that are stolen In our
area due to the large amount of agriculture industry in our coverage area. The Task Force sees burn vehicles

from time to time related to insurance fraud and these vehicles are almost impossible to identify in most cases
without a trained auto theft investigator. The burn vehicles found seem to increase with the deteriorating
economy. Presently the economy is good so we have seen very few vehicle burns linked to criminal activity.
While obviously our task force does not have the auto theft numbers of a large metropolitan area, there is still a
small amount of trained auto theft investigators in our large rural coverage area even in the bigger cities of
Sherman, Greenville and Texarkana.
2.3 Describe the geographical target area intended for this application. Include information about the taskforce
governing and command structure. Include a description of the coverage area(s) and the nature of support and
agreements supporting this application.
The Task Force target area is going to be the City of Paris and Lamar County, with support and assistance in
the other counties of the coverage area. The task force routinely support law enforcement agencies in our
coverage area, but especially in the counties adjacent to our area. Currently, we are doing VTR-68A's in PARiS
and BONHAM (FANNIN COUNTY). The 68's are done for citizens across the complete coverage area and the
separate locations are to cut the drive times for citizens as much as possible. Currently the majority of the 68A's
are done for citizens coming from the west part of our coverage area specifically GRAYSON, DENTON and
COLLIN COUNTY area. Currently we have a letter of agreement with the LAMAR COUNTY ATTORNEY'S
OFFICE. The Sheriff of Lamar County is fully supportive of the Task Force as we investigate the majority of their
auto theft cases. The counties adjacent to LAMAR COUNTY all support the task force as they benefit the most
from the Task Force's support and assistance when they need it. Typically this is assistance with burn vehicles
as only two counties in our coverage area has active auto theft trained investigators and we are planning on
trying to add on them to the task force if funds come available. There are (9) nine different counties in our
coverage area with over (30) thirty Police departments. A lot of those agencies have fewer than (5) five police
officers.
The Task Force is comprised of only (2) two Detectives that are both assigned to the criminal Investigative
division of the PARIS POLICE DEPARTMENT. Both Detectives are supervised by (1) one of the (2) two
Lieutenants in the criminal investigative division. The Lieutenant reports to a Captain In Criminal Investigation
that is supervised by the Assistant Chief of Police and Chief of Police. The Chief of Police is the project director
for the program and the Senior Detective is the Project Manager.

Grant Goals and Activities
There are two parts to this section: 1) Functions of Proposed Program and Goals Strategies and Activities (GSA). In
the following boxes, describe the functions of the proposed program and then complete a fellable form called GSA.
MVCPA programs must completely describe the functions they will perform in implementing the program. If
Awarded, funds expended towards activities not described in this section will result in the reimbursement being
denied.

3.1 Functions of the Proposed Program Related to Burglary of a Motor Vehicle
The Northeast Texas Auto Theft Task force is assigned or made aware of every burglary motor vehicle report
that is reported to the PARIS POLICE DEPARTMENT: These cases are assigned the cases that are solvable
and are provided and FYI for all the other burglaries. Task Force Detectives follow up on leads in these case
and commonly use social media to assist in identifying suspects caught on home and business videos. Task
Force Detectives commonly assist burglary detectives as their suspects have been found to involved in both car
burglaries and residential/commercial burglaries. We have found this to be a good way to increase our
manpower in these cases. The Task Force have found, that when time permits, that solving auto burglaries as
fast as possible tends to reduce the cases as a car burglary will commit hundreds of burglaries but if caught
early they do not tend to re offend in that type of crime, at least in our area. The suspects in these case tend to
be young 13-25 year old males. The Task Force also plans to partner with local media to use public awareness
and spread the message to protect its yours to get citizens to lock their cars. The Task Force additional plans to

use social media such as Facebook to make citizens aware of vehicle crimes.
An issue with these crimes is that they are mostly seasonal and increase with the warmer weather as well as
with the local school schedule. Citizens tend to get complacent in locking their cars after several months in their
neighborhood with little to no crime problems. Patrol Officers are also unable, typically, to stop these thefts even
when a area is targeted several nights out of a week. Extra patrol of these areas are done as time permits and
Patrol Officers typically are going from call to call especially in the summer time. Task Detectives have been
effective changing our hours when a targeted area is identified and being able to focus on the area and not
answer calls have lead to arrests. We plan to continue to use this strategy when possible. Task Force
Detectives, furthermore, will do surveillance and develop leads when possible to run search warrants to recover
property stolen in auto burglaries and make arrests based on those investigations.
The Task Force continues to work with other law enforcement units/ agencies in our area to include State,
Sheriff and Constables to assist in way to combat auto burglary. Task Force Detectives commonly follow up on
leads provided by these agencies and assist when asked with auto burglary cases any where in our coverage
area. Detectives attend intelligence meetings and pass on information to other agencies when possible and
alert local businesses when we see a trend e>fiecting other areas in coverage area. The Task Force commonly
assist with the smaller agencies and communities in LAMAR COUNTY as sometimes car burglars will commit
crimes in PARIS and around other parts of the county. Task Force Detectives are on call and will assist any
agency at any time that contact is made requesting our assistance in the coverage area in relation to auto
burglaries.
Task Force Detectives will try to keep our community and business partners aware of vehicle crimes in the
coverage area that are found to be a pattern by location or time and or any other time it may be necessary to
make them aware of criminal activity in relation to vehicle crimes. The Task Force will attempt to identify prolific
car burglars and make an effort to make their investigations a priority as time allows.
Task Force Detectives will assist on crime scenes when contacted by patrol especially when several vehicle
burglaries are found in one night and our assistance is requested or determined to be needed. This will include
fingerprinting of any vehicle, photographing and any other evidence collection necessary.
The Task Force currently has a bait vehicle system and are in the process of trying to obtain a suitable vehicle
to install the new system and the we plan to continue to use the system to attempt make auto burglary and auto
theft cases. However, in reference to auto burglaries we tend to be more reactive as time does not typically avail
itself in these case and we tend to spend more time proactively investigating car thefts.
3.2 Functions of the Proposed Program Related to Theft of a Motor Vehicle
The Task Force investigate most vehicle thefts that occur in LAMAR COUNTY and the City of PARIS. This not
only includes motor vehicles but tractors, trailers and most others associated vehicles or implements including
ATV and side by sides. Detectives use at/ available resources to recover these vehicles and to prosecute the
identified offenders. Task Force Detectives commonly use Analysts with N.I.C.B., GALVESTON'S TASK FORCE
or the FUSION CENTER to assist with stolen vehicles. This may be assisting PATROL to determine vehicle
identification numbers, as citizens sometimes do not have that information readily available, so the vehicle can
be quickly entered into N.C.I. C. as stolen. Task Force Detectives will also have the stolen vehicle checked on
L.P.R. as sometimes this provides leads to the area where the vehicle may be operating as well as providing a
photograph of the vehicle.
Detectives commonly work most recovered stolen vehicles in the CITY OF PARIS and LAMAR COUNTY and
this included fingerprinting and photographing the vehicles. The Task Force believe this is a duty that Patrol
Officers and Deputies should be relieved of at every opportunity due to their heavy case load and the
inconvenience of processing a crime scene in uniform. Task Force Detectives also typically do a better job
processing the vehicle for prints as they will be investigating the case as well and understand the importance of
good latent prints. Task Force Detectives also have more experience in latent fingerprinting than Patrol Officers.
Task Force Detectives actively search for the stolen vehicles and follow any leads provided by citizens or that
are in the Patrol Officers report. This includes sometimes obtaining and reviewing security video and sending it
out to the community to assist in identifying suspects/witnesses. Detectives also plan to use social media to
inform the community of auto thefts/burglarfes and to ask for assistance in solving these cases. Task Force
Detectives tend to be more proactive in these cases. Task Force Detectives plan to follow up on every assigned
vehicle theft case assigned or referred to it and arrest the offenders when possible to increase the incidence of
arrest of vehicle theft offenders.

Task Force Detectives plan to send out NATIONAL EQUIPMENT REGISTRY bulletins and CARGO THEFT
alerts to agencies in our coverage area so that Patrol Officers can be made aware of thefts to attempt to recover
the stolen property. Furthermore, Task Force Detectives plan to identify prolific auto theft offenders and make
their cases a priority to arrest the offender as soon as possible to deter further vehicle thefts.
Detectives of the Task Force provide VTR -88A inspections in Paris and Bonham and while we donit recover a
lot of stolen vehicles it does lead to the recovery of stolen vehicles and trailers. The Task Force are doing more
and more of these inspections each year and some of those done are for citizens outside of our coverage area
with people routinely coming from COLLIN COUNTY and DENTON COUNTIES.
Task Force Detectives will try to keep our community and business partners aware of vehicle crimes in the
coverage area that are found to be a pattern by location or time and or any other time it may be necessary to
make them aware of criminal activity in relation to vehicle crimes. The Task Force additional plans to use social
media such as Facebook to make citizens aware of vehicle crimes. Task Force Detectives will monitor trends in
auto theft and disseminate that information to other agencies and when necessary to the community in the 9
county coverage area.
The Senior Detective is also a fingerprint examiner and analyzes at most of the recovered prints from stolen
vehicles and car burglaries. This includes determining the quality of the print and entering the prints into the
AF1X TRACKER system maintained at the City of Paris and it currently has thousands of prints for comparison
as all the arrest in the City of Paris and Lamar County are downloaded into on a daily basis.
Being a rural area one of the huge issues we have is trailer thefts and this compounded by much of our task
force coverage area being on the Oklahoma border. Oklahoma only registers commercial trailers so Texas
trailers can be easily stolen in Texas and used in Oklahoma. Detectives have from time to time assisted
Oklahoma Detectives with stolen trailers and commonly identify burred vehicles in Oklahoma. Southeast
Oklahoma probably have fewer trained auto theft investigators than East Texas does.
The Task Force currently has a bait vehicle system and are in the process of trying to obtain a suitable vehicle

Task Force Detectives will address the vehicle theft problem with public awareness, data analysis, intelligence,
use of technology, follow of Crime Stopper leads, surveillance and further training opportunities.
Finally, Task Force Detectives have been assigned to the Task Force for several years and during that time
have developed contacts from many investigators and Officers from our coverage areas and these contacts
have and will continue to be an asset in solving auto then` cases.
3.3 Functions of the Proposed Program Related to Motor Vehicle Burglary and Theft Prevention
Detectives are assigned a large amount of the City of Paris auto burglary cases and commonly attempt to locate
the stolen property taken in these cases. Detectives have access to LEADS ON LINE that collects information
from many sources such as pawn shops, OfferUp, E -Bay and other similar sights. These websites/stores are
commonly used to sale the items stolen in car burglaries and it is LEADS ON LINE is commonly beneficial in
solving these crimes.Detectives have found when burglary vehicles increase in an area that it Is often beneficial
to work supplementing Patrol at night to focus on the are where the crimes are being committed. if the
burglar(s) can be quickly apprehended this stops many more potential car burglaries and saves work for Patrol
Officers on the day shift.
Task Force Detectives work with Patrol Officers and provide intelligence to them as to the areas that the thieves
tend to be targeting and try to make the community aware of these area to spread the message to lock their
cars as a large amount of the car burglaries are from cars that are left unlocked.
MVCPA Task Forces are required to collaborate across judicial boundaries and to develop regional strategies to
implement funded activities. Describe how the applicant staff and jurisdiction will coordinate with other agencies and
jurisdictions in the implementation of this program.

The Northeast Texas Auto Theft Task Force has been staffed by the same (2) two Detectives since 2099 and
due to this we have established wonting relationships with many of the agencies in our coverage area. LAMAR
COUNTY routinely assigns its auto theft crimes to Task Force Detectives. Detectives know the Detectives in the
adjacent counties and commonly share information and intelligence. This information is commonly photographs
of recently stolen vehicles such as cars, trucks, trailers, and lawn mowers.Detectives commonly share these
photographs on their personal social media page and Detectives are friends with the investigators from TITUS
COUNTY and HUNT COUNTY pages so we all stay on the same page and know what has been recently
stolen. Being a rural area farms are commonly targeted by thieves and tractors, ATV'S and utility vehicles as
well as trailers and other implements that are commonly stolen in those thefts.
A lot of times the best collaborative efforts are when vehicles are recovered from inside our coverage area that
are stolen from the DFW area or Oklahoma and Task Force Detectives assist the investigative agency in any
way possible to include processing the stolen vehicle and making sure the investigative reports are forwarded to
the investigating Officer/Detective.
Task Force Detectives commonly collaborate with tax -assessor collectors in our coverage area and commonly
are in contact with the Department of Motor Vehicle Regional Office in Longview regarding titling issues, title
fraud or suspected stolen vehicles/trallers that citizens attempt to register from time to time.
There are no other task forces in our coverage area and and only possibly (2) two auto theft trained detectives
that grantee is aware of in our coverage area. The Northeast Texas Auto Theft Task Force is the has (2) two of
the (3) total Detectives/Investigators completing 68A'S in our (9) nine county coverage area. The Task Force
does several 68A'S for individuals outside our coverage area. There is also no other auto theft units in our
coverage area that is known to the Task Force.
3.5 Functions of the proposed program for other motor vehicle crimes investigations related to motor vehicle
burglary or theft such as motor vehicle fraud related crime, insurance fraud, preventing stolen vehicles from
entering Mexico, bridge/port crime, cartel or organized criminal enterprises etc...
The Northeast Texas Auto Theft Task Force will take insurance fraud, false report (stolen vehicle), title fraud
whenever ever those auto theft case typically investigated by the task force results in those crimes. The Task
Force will also investigate any title fraud cases referred to us by County Motor Vehicle Registration offices in our
coverage area. This has not been a common problem to date In our direct(primary coverage area.
Detectives plan to do community outreach by having booths at Fairs to remind citizens and business leaders the
importance of locking your vehicle. Detectives plan to educate Patrol Officers by having a basic auto theft
training class. Detectives plan to educate community leaders at attending and speaking at events such as the
LIONS CLUB and other civic organizations.
