03/11/2020 MinutesMinutes of the March 11.,2020 REGULAR MEETING OFT E HISTORIC PRESERVATION COMMISSION Present Chris Dux, Chair Matt Coyle, Vice Chair Randy Hider, Secretary Glee Emmite Linda Vandiver Laura Caffey Cheri Bedford, HPO 1. Call meeting to order -Chairman 2. The February 12, 2020 minutes were approved by acclamation. 3. Commissioner E -.11 -1 lite made a motion to recuse Commissioner Caffey to present a design concept for 1 10 ClarksviIlem ST. missioner Hider seconded the motion. Laura Caffey represented Walt Reep on the Certificate of Appropriateness for 1 10 Clarksville. Mr. Reep owns the property 37 Clarksville, and was the former owner of Ree"s Furniture located in downtown Paris. Mr. Reep is developing a concept idea to revitalize 1St ST SE and is considering purchasing all or a portion of the property known as Paris Community Theatre Brown Center for the Creative Arts. Ms. Caffey explained the property under review has two large doors covered with inappropriate brick infill. If Mr. Reep purchases the property, he is interested i*n restoring the openings and making store fronts. A concept was presented to the commissioners for questions. After all questions were answered, a motion was made b Y Commissioner Vandiver to approve the concept drawing of removal of inappropriate infill with the understanding that i*f the property was purchased by Mr. Reep, a formal Certificate of Appropriateness would follow before any renovations were implemented. The Motion was seconded by Comissi moner El mite. Motion carried. 10 A motion was made to return Ms. Caffey to the commission by Glee E - i i - nite, and seconded by Commissioner Hider. Motion carried. 4. The commission reviewed the list of structures with Code Enforcement violations located at A. 2004 Cleveland Be 359 NW 12th C. 926 W Cherry D. 387 NW 3rd E. 743 NW 4" F. 1758 NE 10th A motion was made by Commissioner Hider determining these structures cannot be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris, seconded by Co -ii missioner E-11 mite, motion carried unanimously. 5,0 HPO Report A. The window workshop i's ready to go for Saturday March 14. Redell Glass was to sponsor the refreshments. B. A subcommittee will be established at the next meeting to develop the Imagine the Possibilities tours of vacant and underutilized Droperties and it was to beheld on May 59 2020, 1*n partnership with the centennial celebration of City Hall. C. Minor COA Review Cheri Bedford reviewed the COA's and answered commissioner questions. D. Education a subcommittee of Chris Dux, Matt Coyle and Randy Hider will meet together and discuss educational opportunities. E. Ms. Bedford made minor changes to the website to make it more user friendly F. Mc Doux preservation from Houston has submitted a proposal for an updated user friendly survey.
