BACKGROUND: On April 6, 2019, the City of Paris entered into a contract with the Texas
Department of Housing and Community Affairs for the HOME Program.
STATUS OF ISSUE: The grant requires a Resolution designating who the new authorized
signatory is; and a revised HOME Program Contract System Access Request Form. These
documents update the signatories, to add Grayson Path as City Manager.
BUDGET: NA
RECOMMENDATION: Approve of a Resolution Updating the Designated Authorized
Signatories for Contractual Documents, Environmental Certification, Data Entry, and Approval
pertaining to the Texas Department of Housing and Community Affairs HOME Program RSP
2019-0013.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, UPDATING
THE DESIGNATED AUTHORIZED SIGNATORIES FOR CONTRACTUAL DOCUMENTS,
ENVIRONMENTAL CERTIFICATION, DATA ENTRY, AND APPROVAL PERTAINING
TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS HOME
PROGRAM RSP 2019-0013.
WHEREAS, the City of Paris, Texas entered into a contract with the Texas Department of
Housing and Community Affairs for the HOME program on April 6, 2019, and;
WHEREAS, it is necessary to update persons to execute, certify or authorize contractual,
environmental, data entry and approval forms from the Texas Department of Housing and
Community Affairs, and;
WHEREAS, an original signed copy of the HOME Program Contract System Access Request
Form is to be submitted with a copy of this Resolution, updating the signatories, and;
WHEREAS, the City of Paris, Texas acknowledges that in the event that an authorized
signatory of the City changes (elections, illness, resignations, etc.), the City must provide TDHCA
with the following:
• a resolution stating who the new authorized signatory is; and
• a revised HOME Program Contract System Access Request Form
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That Grayson Path, City Manager be, and is hereby authorized to execute
contractual documents and certify environmental documents between the Texas Department of
Housing and Community Affairs and the City for the HOME Program RSP 2019-0013.
Section 2. That Gene Anderson, Finance Director and Carla Easton, City Engineer be,
and are hereby authorized for data entry and approval associated with the HOME Program RSP
2019-0013.
