00 - AgendaCITY COUNCII. AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, June 22, 2020. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak; facemasks are encouraged for those in attendance of the meeting. Access to the meeting will also be available through live stream on ,Vitdw; s://�Rarj ,, ex gas ggypi;;I;ic. The matters to be discussed and acted upon are as follows: Opening Agenda I . Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personal appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meetings on June 2, 2020 and June 8, 2020. 6. Receive reports and/or minutes from the following boards and commissions: a. Planning & Zoning Commission (5-4-2020) b. Main Street Advisory Board (5-12-2020) c. Historic Preservation Commission (3-11-2020 & 5-13-2020) d. Housing Authority (3-17-2020) e. Paris Economic Development Corporation (5-19-2020; 5-29-2020; 6-3-2020; 6-4- 2020; 6-5-2020; and 6-9-2020) 7. Receive May monthly financial report. 8. Receive May drainage report. 9. Receive May demolition and code enforcement activity reports. 10. Approve the Final Plat of Lot 1, Block A of the Morrell Square Addition, LCAD Property ID 18290 and 18291, located in the 2800 Block of N.E. Loop 286. 11. Approve the Final Plat of Lots 1-4, Block A of the Four C's Addition, City Block 69, LCAD Property ID 402740 and 14628, located in the 600 Block of N.E. 10a' Street. 12. Approve a Resolution Updating the Designating Authorized Signatories for Contractual Documents, Environmental Certification, Data Entry and Approval pertaining to the Texas Department of Housing and Community Affairs Home Program RSP 2019-0013. Regular Agenda 13. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Ron Doe Homes to amend an existing Planned Development District (PD) Site Plan in the Primrose No. 2 Addition, Lots 3 and 4, Block B, LCAD Property ID 111018 and 111019, located in the 4200 Block of Primrose. 14. Conduct a public hearing, discuss and act on an Ordinance considering the petition of Wilson Brothers, LLC to amend an existing Planned Development District (PD) Site Plan in the Paris Towne Crossing Addition, Lot 6A, Block 1, LCAD Property ID 401417, located in the 1300 Block of N. Collegiate Dr. 15. Discuss and possibly act on removal of Director or Directors from the Paris Economic Development Corporation Board of Directors pursuant to Sec. 4.11 of the Bylaws of the Paris Economic Development Corporation (Pursuant to the Bylaws of the Paris Economic Development Corporation, five affirmative votes are required to remove a Director from the PEDC Board of Directors) - (A motion to remove this item from the table is required before deliberating.) 16. Discuss and possibly act on a Resolution approving a request by the Board of Directors of the Paris Economic Development Corporation to amend the Bylaws of the Corporation, including but not limited to: a. Increasing the number of Directors from five (5) to seven (7). b. Requiring City Council approval prior to the corporation's borrowing funds or incurring any indebtedness. c. Removing the provision that the City Attorney act as legal counsel for the corporation. City Council may adopt these amendments as presented, may reject all or some of the proposed amendments, may revise the proposed amendments, or may adopt additional amendments to the Bylaws. Changes that City Council may consider and approve include, but may not be limited to, designating one of the seven (7) seats on the Board of Directors to be filled by a sitting City Council Member, who shall serve a one-year term, and making such other revisions as may be necessary to effectuate this change. (Pursuant to the Bylaws of the Paris Economic Development Corporation, five affirmative votes are required to approve any amendment to the PEDC Bylaws) 17. Discuss and possibly act on a Resolution approving a Certificate of Amendment to the Articles of Incorporation of the Paris Economic Development Corporation to increase number of Directors from five (5) to seven (7), and such other changes as shall be necessary to effectuate the Council's action in Item No. 15. 18. Discuss and act on Paris Economic Development Corporation's budget for FY 2020- 2021. 19. Discuss and act on an Ordinance Amending Section 34-22(b), Water Rates, Section 34- 23 (a)(b)(c), Sewer Rates to reflect changes recommended by the 2020 Water and Sewer Rate Study. 20. Discuss and act on an Ordinance of the City Council of the City of Paris, Texas, Extending the Mayor's Declaration of Local Disaster for Public Health Emergency and Order dated March 19, 2020, as extended by Resolution No. 2020-011 and by Ordinances Nos. 2020-014 and 2020-017, for an additional thirty (30) days. 21. Receive and discuss report from Chief Hundley regarding police call volume at local hotels in the City of Paris, Texas, in relation to creating a safe zone. 22. Announcement of Chief Bob Hundley's retirement and Assistant Chief Tuttle's assignment as Interim Police Chief. 23. Discuss and act on the selection process for filling the vacant seat of City Council District Three. 24. Applicant Introduction. (An opportunity for applicants to introduce themselves for Board and Commission consideration) 25. Discuss and make appointments to the various Boards and Commissions. 26. Discuss and act on a Resolution appointing members to the Board of Adjustment. 27. Discuss and appoint City Council Members to serve as liaisons to the various Boards and Commissions. 28. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 29. Adjournment.
