WHEREAS, the City of Paris received damages caused by
severe thunders torms, flood ing and tornados occurr ing from
April 15, 1990 through June 4, 1990; and,
WHEREAS, the Federal Emergency Management Agency has
available assistance for cities experiencing such disasters;
and,
WHEREAS, the City Manager did
application for public assistance under
the Disaster Relief Act (Public Law 93-288
heretofore make
the provisions of

that the application heretofore made by City Manager, Michael
E. Malone, for disaster assistance funds, be, and the same is
in all things ratified.
BE IT FURTHER RESOLVED, that Michael E, Malone be, and
is hereby appointed as the agent and he is instructed to take
any and all steps necessary to receive such federal and/or
state funds to be used for disaster clean up,
BE IT FURTHER RESOLVED, that Eric S, Clifford, Mayor of
the City of Paris, be, and he is hereby authorized and
directed to execute on behalf of the City of Paris the
"Designation of Applicant's Agent" in the form attached
hereto as Exhibit A.

The Paris Law Enforcement Detection Apprehension Program consists of one
(1) Detective Sergeant and one (1) investigator whose duties consist of preventing
auto thefts as a visible deterrent, educating the public and other officers in ways and
means of detecting and preventing auto theft, investigating the cases and
apprehending those involved in the thefts, assisting with the prosecution of those
charged, and seeing that the stolen property is returned to the rightful owner. The
officers will continue Jo spend one hundred percent (100%) of their time to
accomplish these tasks.
In attempting to assist all surrounding agencies, our Auto Theft Task Force
has assisted the following agencies:

undercover vehicles for $575.00 per month or $6,900.00 per year for each vehicle.

miles per gallon, This expense will be paid for by the City of Paris.

(Cr- Insurance and Liability fees for a leased vehicle is $400.00 per car
annually or $800.00 for two (2) vehicles.
(0) Impound and storage fees for processing recovered stolen vehicles at
$50.00 per vehicle. Estimated ten (10) vehicles per year equal $500.00.
The City of Paris will pay $132.00 of this expense.
(E) Office supplies include ink pens, typewriter ribbons, correction tape,
note pads, letterhead, business cards and computer paper, etc, The
City of Paris will pay this expense.
(F) Pager lease of $65.00 per month for two (2) pages or $780.00 annually
and will be paid for by the City of Paris.
(G) Mobile phone charges average $125,00 per month for telephone or
$1,500.00 annually, The City of Paris will pay for this cost.
(H) Annual postage expenses of $25.00 will be paid for by the City of Paris.

PROGRAM NARRATIVE
1. Problem Statement (See Instructions on pages 14.a and 14,b.)
Priofto the inception of our Auto Theft Task Force in 1994, the City of Paris
and Lamar County had a high rate of automobile thefts per capita. In 1993, Paris had
one hundred forty (140) automobile thefts, or one (1) per one hundred eighty (180)
persons, according to UCR reports.
In 1994, our unit accomplished a twenty-five percent (25%) reduction in the
auto theft rate in Paris and Lamar County, In 1995, the rate was reduced another ten
percent (10%), Our goal in 1996, was to reduce the theft rate by five percent (5%).
The UCR reports show a decrease of approximately eight and one-half percent
(8.5%) for the year of 1996.
Since the inception of our auto theft unit in September, 1994, we have
recovered approximately two million dollars ($2,OOO,OOO.OO) in property, We have
made over one hundred (100) arrests.
The agencies in our grant area do not have the manpower to have full time
auto theft investigators. The ATPA funded unit is a very valuable asset in this area.
Our Auto Theft Task Force works closely with the Texas Department of Public Safety
MYTS to cover the area we have. With the assistance of D.P.S., we have been able
to provide auto theft training for patrol officers in this area. We had twenty-five (25)
officers to attend a basic auto theft school in December, 1996.
There are no duplicating or overlapping, existing activities, as we have the
only Auto Theft Task Force in this area.

PROGRAM NARRATIVE
3. Proposed Project Activities (See Instructions on pages 14.a and 14,b,)
(a) - Our goal is to decrease the auto theft rate in Paris and Lamar County
by five percent (5%) during the upcoming grant year.
(b) Our proposed activities and objectives are to continue providing two
(2) full-time police officers to work in a multi-jurisdictional area in
cooperation with the other agencies and organizations to prevent,
educate, apprehend, and prosecute in the incidents of auto theft.
(c) Our project will impact the stated problem by allowing two (2) officers
to continue working full-time on auto thefts rather than a part-time
basis by several officers. The word has spread in the grant area that
we are concentrating on this problem,
(d) The functions of the personnel involved will continue to be a Detective
Sergeant and an Investigator who work diligently to enforce all auto
. theft laws, make proper reports, maintain records, and work to educate
officers and citizens on ways to prevent auto theft.
(e) Our unit continues to impact this area. The estimated population ofthe
grant area is over 100,000,
(t) The City of Paris and Lamar County continue to be involved in many
other grant programs, such as the Regional Drug Task Force, Police
Athletic League, Juvenile Gang Officers, Community Policing Program,
and School Resource Officers. These grants are ongoing.
(g) First and foremost would be the UCR crime reports, which are prepared

(Instructions)
I. To be considered for funding, a proposed grant project:
1 . must address a problem that is clearly identified, is (at least partially) measurable and is
supported by relevant statistical evidence;
2. must minimize duplication or overlapping of existing programs;
3. must have a design wherein the activities and goals are realistic and anainable;
4. preferably should, but is not required to, be innovative in its concepti design/operation;
(a project is considered innovative if it provides a new and different strategy or
approach that prevents, deters, intervenes, or stops a criminal act from occurring);
5. must have a cost structure which is realistic when compared to its goals;
6. must cooperate and coordinate its activities with other appropriate agencies/projects;
7. must include measures to assure that it demonstrates cross-cultural awareness in all
project activities and in its staffing and training; and
8. must include a proposed evaluation design that provides relevant data to measure the
effectiveness of the project, and a plan for performing such evaluation.
II. Accordingly, the Program Narrative must present the information by which the eligibility
and merit of the project can be assessed, Applications will be scored and ranked
numerically, for funding consideration, according to the congruence of the project with the
criteria stated above. At a minimum, the four sections of the Program Narrative must

Program grant is presently up for renewal by your group. I would like to take

Haskell Maroney and Joel Chipman have done an outstanding job in Lamar County
in working on motor vehicle thefts for the last year. Both officers work very
well with my department and I have great faith in their expertise in dealing
with thefts, unauthorized use of motor vehicle and hindering secured creditor
cases.
Auto theft continues to be a problem in the state of Texas and here in Lamar
county. with these officers able to devote 100% of their time to these cases,
we have been able to prosecute an ever growing number of motor vehicle cases.
