15 - Motor Vehicle Burglary GrantItem No. 15 memorandum TO: City Council Grayson Path, City Manager FROM: Randy Tuttle, Interim Chief of Police SUBJECT: MVPCA GRANT APPLICATION FOR FY 2020-2021 DATE: July 20, 2020 BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of the Auto Burglary and Theft Prevention Authority, in September 1994. Since that time, the City of Paris Police Department application has been approved for 26 consecutive years. ABTPA changed their name this past year to the Motor Vehicle Crime Prevention Authority. There are two Paris Police Detectives assigned to the Task Force paid for by this grant. These officers are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast Texas area. Many times, criminals operate beyond jurisdictional lines. STATUS OF ISSUE: The MVPCA has decided to resume taking applications for the grant process this year. The total amount of the grant for 2020/2021 is $149,027.00 including a cash match of $46,373.00 from the city. Council approved a resolution at June 08, 2020 meeting. After receiving the resolution the Motor Vehicle Crime Prevention Authority requested additional be added with citation to Texas Transportation Code chapter 1006 and changing ABTPA in application to new name of Motor Vehicle Crime Prevention Authority. BUDGET: The grant application will require a $44,318.00 cash match in the 2020/2021 police department budget. RECOMMENDATION: Motion to approve amended resolution authorizing the application of the grant to the Motor Vehicle Crime Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary documents. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS APPROVING THE SUBMISSION OF AN APPLICATION TO THE MOTOR VEHICLE CRIME PREVENTION AUTHORITY TO PROVIDE FINANCIAL SUPPORT FOR ECONOMIC AUTHOMOBILE THEFT ENFORCEMENT TEAMS AND TO COMBAT MOTOR VEHICLE BURGLARY; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, under the provisions of the Texas Transportation Code Chapter 1006 and Texas Administrative Code Title 43; Part 3; Chapter 57, entities are eligible to receive grants from the Motor Vehicle Crime Prevention Authority to provide financial support to law enforcement agencies for economic automobile theft enforcement teams and to combat motor vehicle burglary in the jurisdiction; and WHEREAS, this grant program will assist this jurisdiction to combat motor vehicle burglary and theft; and WHEREAS, the City of Paris has agreed that in the event of loss or misuse of the grant funds, City of Paris assures that the grant funds will be returned in full to the Motor Vehicle Crime Prevention Authority. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City Manager of the City of Paris, Texas is designated as the Authorized Official to apply for, accept, decline, modify, or cancel the grant application for the Motor Vehicle Crime Prevention Authority Grant Program and to execute all necessary documents to accept said grant. Section 3. The Interim Police Chief Randy Tuttle, is designated as the Program Director and Gene Anderson, Finance Director, is designated as the Financial Officer for this grant. Section 4.
