31 - Appointing two new members to the Board of AdjustmentItem No. 31 Memorandum TO: Mayor & City Council Grayson Path, City Manager FROM: Janice Ellis, City Clerk SUBJECT: APPOINTMENTS TO FILL EXISTING VACANCIES ON THE BOARD OF ADJUSTMENT DATE: July 27, 2020 BACKGROUND: Policies and Procedures for Boards, Commissions, and Committees adopted by City Council require that appointments be made at the second regular City Council meeting in June. STATUS OF ISSUE: Appointments were made on June 22 however; we did not have sufficient applicants to complete the process on that date. In addition to having one vacancy, Mr. Fisher passed away leaving a second vacancy on the Board of Adjustment. Since that time, I contacted Larry Walker who had applied for the Planning & Zoning Commission to inquire if he would be interested in serving on Board of Adjustment. He said he would be willing to do so. I also contacted William Sanders who had initially made application to serve on the Board of Adjustment but later withdrew his application. Following a brief discussion, Mr. Sanders said he would be willing to serve on the Board of Adjustment. BUDGET: N/A RECOMMENDATION: Appoint Larry Walker and William Sanders to the Board of Adjustment. Using the ballot and point method, make appoint one member to a term of two-year term and one member to a one-year term, filling the vacant position of Mr. Fisher. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPOINTING MEMBERS TO FILL TWO VACANCIES, AN EXPIRED TERM AND AN UNEXPIRED TERM, ON THE BOARD OF ADJUSTMENT IN ACCORDANCE WITH SECTION 16 OF THE CITY ZONING ORDINANCE AND THE CITY'S POLICIES AND PROCEDURES FOR STANDING BOARDS, COMMISSIONS AND COMMITTEES; APPOINTING TO SERVE AS A MEMBER FOR A TWO YEAR TERM ENDING ON JUNE 30, 2022 AND _ TO SERVE AS A MEMBER TO FILL AN UNEXPIRED TERM ENDING ON JUNE 30, 2 02 1; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 16-100 of the City of Paris, Texas Zoning Ordinance No. 1710 states in part that the Board of Adjustment shall consist of five (5) members, each to be appointed by Resolution of the City council for a term of two years and two (2) alternate members for terms of two years; and WHEREAS, currently the Board of Adjustment has two vacancies; and WHEREAS, the vacancies are for a two-year term ending on June 30, 2022 and for an unexpired term ending on June 30, 2021; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the following appointments are hereby made to the Board of Adjustment: appoint to serve a two year term ending on June 30, 2022 and ..........................................................„m,.,.m,.m,.,.,.mm to serve the unexpired term ending on June 30, 2021.
