2. Meeting minutes from July 8, 2020 were approved by acclamation
a. Suzy Harper and Marvin Gorley presented the application for Holy Cross
Episcopal Day Care located at 322 S. Church Street. Ms. Harper stated this church
building houses the Episcopal Day School. On the north facing wall there are
currently three windows. In-between two columns is a window and they are
proposing replacing this with a door. Currently access to the exterior and
playground means children have to walk through a class room. They explained
the Fire Marshal has asked them to provide an alternate exit for the school. As
much as possible the original materials will be retained including the cast stone
edging and rock fagade. This door will help meet requirements for the school and
City of Paris. It is on a secondary fagade. A motion was made by Commissioner
Caffey to approve the removal of the window and replace it with a door as
presented. Motion was seconded by Commissioner Emmite, Motion Carried.
A motion was made by Commissioner Hider and seconded by Commissioner Emmite to recuse
Chairman Dux while the commission considered the Certificate of Appropriateness and fagade
grant for 1341St SW, Spencer Orthodontics. Motion carried. Vice Chairman Coyle presided over
the meeting.
b. Dr. Spencer presented the Certificate of Appropriateness for the property located
at 134 SW l' Street. A concept drawing was presented to the commission. The
fagade included two recessed entrances with double doors on either side of the
primary facade. The doors and bulkhead will be made of wood, and painted with
HC -95 that matches the upper floor development. The windows will be aluminum
clad wooden windows. A motion was made by Commissioner Caffey and
seconded by Commissioner Emmite to approve the Certificate of appropriateness
as presented. Motion unanimous.
Action was taken on the following fagade grant request:
A $2,500 50150 match grant request for fagade improvements was approved for 134

A motion was made by Commissioner Caffey and seconded by Commissioner Coyle to return
Chairman Dux back to the commission, motion carried.
Commissioner Dux asked the commission if they had any questions of Ms. Flynn about the
fagade request. Commissioner Vandiver had asked what method she planned to use to clean the
brick. She initially said she planned to sandblast it and then changed it to waterblast.
Commissioner Dux talked with her about the different means of cleaning brick, including
sandblasting and water blasting. He mentioned that even water blasting not done correctly could
damage the brick. He recommended she look into different ways to clean brick and use the
gentlest means possible so as not to damage the brick and help preserve her investment. The
Certificate of Appropriateness was approved with conditions on the windows and front glass
service door at the July S, 2020 meeting. A $2,500 50150 match grant request for fagade
improvements was approved for 10 N. Plaza.
NAPC Forum is coming up next week August 3. Commissioners Vandiver, Emmite, and Coyle
are registered. Cheri is registered too. A confirmation email should have been sent to the
commissioners. They will check their email for that, and Cheri will call Stephanie Paul to find
out how to log in.
Open public meetings will be scheduled for the 2nd week of August while the Historic Resource
Survey team is in Paris. More details to come.
Hearing no other items, the commission adjourned at 4:35 p.m.
