1990-100-RES WHEREAS, the City Council of the City of Paris continues to be aware of the necessity of maintaining and RESOLUTION NO. 90-100 WHEREAS, the City Council of the City of Paris continues to be aware of the necessity of maintaining and improving its Municipal Airport, Cox Field in order to serve the needs of the citizens of Paris; and, WHEREAS, the City of Paris intends to request financial assistance from the Texas Department of Aviation for these improvements in the form of perimeter fencing, drainage work, helipad construction, asphalt overlay on parking lot and entrance road and taxiway extensions to runways 17 and 35; and, WHEREAS, the City of Paris intends to name the Texas Department of Aviation as its agent for the purposes of receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, 1. That the City of Paris process an application for funds for perimeter fencing, drainage work, helipad construction, asphalt overlay on parking lot and entrance road and taxiway extensions to runways 17 and 35 at Cox Field Airport, Paris, Texas, at the appropriate time, and with the appropriate authorizations of this governing body, all applications, contracts, agreements and loan agreements with the State of Texas, represented by the Texas Department of Aviation, and such other parties as shall be necessary and appropriate for the implementation of the improvements to the Cox Field Airport. 2 . That Joe McCollum, Development, Director. Director of Community be, and he is hereby appointed Project 3. That the Texas Department of Aviation of the State of Texas, be, and it is hereby appointed agent for the purposes of receiving and disbursing all funds for said project. 4. That Michael E. Malone, City Manager, be, and he is hereby authorized and directed to execute and deliver on behalf of the City of Paris the letter of intent to pursue financial assistance, necessary applications, communications, instruments and documents necessary for the completion of said project. 5. That the letter of intent heretofore transmitted, a copy of which is attached as Exhibit "A", is hereby in all things ratified. Box 12607 Austin, Texas 78711 Dear Mr. Wilkins: The City of Paris by this letter and accompanying resolution indicates its intent to pursue financial assistance from the Texas Department of Aviation for the followin9 improvements to the Cox Field Airport: Perimeter Fencin9 Drainage Work Helipad Construction Asphalt Overlay for Parkin9 Area & Entrance Road Taxiway Extension to Runways 17 & 35 The cost of these improvements is presently estimated to be $343,700.00. The City of Paris understands that state financial assistance may be available for up to 90 percent of the eligible costs. The remainin9 share of eligible costs and any ineli9ible costs shall be the responsibility of the City of Paris. The City of Paris further understands that all or a portion of its share may be due in cash upon TDA request, and that this may occur as early as October 1, 1991. The City of Paris also indicates its intent to enter into an Inter90vernmental Agreement with the Texas Department of Aviation, namin9 the Texas Department of Aviation as its agent for the purposes of receivin9 and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements. The City of Paris has reviewed the text of the Texas Department of Aviation's standard "Airport Project Participation A9reement," and has found the terms and conditions of the A9reement to be acceptable.
