August 17, 2020
The City Council of the City of Paris met for a workshop session at 5:30 p.m. on
Monday, August 17, 2020, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: Steve Clifford
Council Members: Paula Portugal; Renae Stone; Derrick Hughes; Gary
Savage; Linda Knox; and Clayton Pilgrim
City Staff: Grayson Path, City Manager; Stephanie Harris, City

1. Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Citizens' forum.
No one spoke at the citizens' forum.
3. Discuss and provide direction on the FY 2020-2021 budget for the City of Paris.
City Manager Grayson Path reviewed the City's financial policy, budget priorities,
balance of operational funds, and the general fund revenue. He explained both the operational
and maintenance tax rate, as well as debt service tax, citing all were decreasing in the proposed
FY 20/21 Budget. Mr. Path said the proposed FY 20/21 tax rate would be the lowest tax rate for
at least the last five years. Mr. Path reviewed the comparisons between the property valuations
and the property tax rate. Next, Mr. Path explained the general fund expenditures and answered
questions from City Council. Mr. Path reviewed the budgets of each individual department,
beginning with City Council. Next, he reviewed the City Manager, City Attorney, Municipal
Court, City Clerk, Accounting & Auditing, Police, Fire, Code Enforcement, Community
Development, Main Street, Engineering, Public Works, Parks, Recreation, ROW and the Pool,
Streets and Highways, Traffic & Public Lighting, Garage, EMS, Airport, Paris Band, Library,
and IT Departments. Staff members answered questions from City Council about their
departments. Mr. Path went over the Water and Sewer Fund revenue; Water and Sewer fund
expenditures, the Warehouse, Water & Sewer Billing, Water Production, Water
Distribution/CIP, Sewer Maintenance/CIP, Waste Water Treatment, Lift Station, Land

Fill/Sanitation Fund revenue, and Land Fill/Sanitation. Mr. Path and staff members answered
questions from City Council.
Council Member Portugal said it was a good budget and wished they could give staff a
COLA of 3% this year and 2% every year thereafter. Mr. Path said the salaries were low in
comparison to other cities of similar size, and that would have to be phased -in while being fair to
employees and the taxpayers. Mayor Clifford said since he had been on the Council, this was the
clearest budget presentation he had heard.
4. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Savage and was seconded by Council Members Hughes and Pilgrim. Motion carried, 7 ayes — 0
nays. The meeting was adjourned at 7:45 p.m.
