The City Council of the City of Paris met for a regular session at 5:30 p.m. on Monday,
August 24, 2020, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.

Opening Agenda
1. Call meeting to order.
Mayor Clifford called the meeting to order at 5:30 p.m.
2. Invocation.
City Manager Grayson Path gave the invocation.
3. Pledge of Allegiance.
Council Member Portugal led the pledge.
4. Citizens' forum.
Robert Giberson, 1280 CR 32220, Sumner — he said he owned the property at 741-191'
N.W. He complained about the portable building ordinance, and that he had received a code
violation. He said it was his property and he should be able to do what he wanted on his
property.
Donna Swindle, 1740 N.E. 10"' - she said she owned a residence and business in front of
it, and that she paid taxes. She also said a person should be able to do what they want to do with
their own property.

Sadik Amira Musa, 1323 Pine Bluff — he spoke in support of Robert Giberson, citing he
was trying to do what was right for his large family and asked that he be given a chance.
Carolyn Williams, 1205 W. Center — she said the grass was so high that it covered the
stop sign. She said the city manager had been working on it. She also said there was a guy
staying in a camper at the side of her land, and he had no electricity. She said she was given a
notice to clean her back yard and questioned why other people were not treated the same.
Michael LeCornec — a Paris resident, he asked Council to consider what Mr. Giberson
said and hoped the Council would consider making changes to some of the ordinances. He also
the population of Paris was declining and that there needed to be more sound economic
development.
Consent Agenda
Mayor Clifford inquired of Council Members if they wished to pull any items from the
consent agenda for discussion. There being none, a Motion to approve the consent agenda was
made by Council Member Knox, and seconded by Council Member Portugal. Motion carried, 6
ayes ®- 0 nays.
5. Approve minutes from the meeting on August 10, 2020.
6. Receive reports and/or minutes from the following boards and commissions:
a. Historic Preservation Commission (7-27-2020)
b. Paris Economic Development Corporation (7-21-2020)
c. Planning and Zoning Commission (7-6-2020)
d. Main Street Advisory Board (7-14-2020)
7. Receive the July monthly financial report.
Receive July drainage report.
9. Receive demolition and code enforcement activity reports.
10. Approve the Final Plat of Lots 1 and 2, Block A of the Estrada Addition, LCAD Property
ID 17858, located at 1640 Graham.
11. Authorize the City Manager to execute a contract in the amount of $13,600, with Toole
Design Group for a conceptual design of 1St Street S.E. from Lamar to Clarksville Street.
12. Approve RESOLUTION NO. 2020-042: A RESOLUTION OF THE CITY COUNCIL
OF PARIS, TEXAS, DETERMINING AN AREA OF THE CITY CONTAINS
CONDITIONS OF SLUM/ BLIGHT; AND AUTHORIZING THE SUBMISSION OF A
TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

APPLICATION TO THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE
TEXAS CAPITAL FUND MAIN STREET PROGRAM; AND AUTHORIZING THE
CITY MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND
AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING OT THE
CITY'S PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM.
13. Approve RESOLUTION NO. 2020-043: A RESOLUTION OF THE CITY COUNCIL
OF PARIS, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION TO
THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE FIRE, AMBULANCE
AND SERVICES TRUCK (FAST) FUND; AND AUTHORIZING THE CITY
MANAGER TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE TEXAS COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM.
14. Approve RESOLUTION NO. 2020-044: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING THE
EXECUTION OF A PROFESSIONAL MANAGEMENT SERVICES AGREEMENT
WITH RESOURCE MANAGEMENT AND CONSULTING COMPANY FOR GRANT
APPLICATION AND ADMINISTRATION SERVICES AND FOR THE
ANTICIPATED 2020 TxCDBG FAST GRANT, IF AWARDED; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING
AN EFFECTIVE DATE.

15. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-031: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS,
AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 101,
LOTS 6A AND 7 LOCATED AT 940 W. CAMPBELL, IN THE CITY OF PARIS,
LAMAR COUNTY, TEXAS, FROM A LIGHT INDUSTRIAL DISTRICT (LI) TO A
SINGLE-FAMILY DWELLING DISTRICT NO. 2 (SF -2); DIRECTING A CHANGE
ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
City Engineer Carla Easton said Joel Scott was requesting a change in zoning in order to
build a home on the subject lot. She said the change would create an odd residential lot that
would be surrounded by commercial and industrial zoned properties; therefore, the City should
consider initiating a zoning change to bring the entire area into compliance with the
comprehensive plan. Ms. Easton also said the Planning and Zoning Commission unanimously
approved this zoning change and that staff recommended the zoning change.

Mayor Clifford opened the public hearing and asked for anyone wishing to speak in
support or opposition of this zoning change, to please come forward. Louis Yates, 1815
Majestic, spoke in support of this zoning change on behalf of Joel Scott. He inquired how long
the property had been zoned Light Industrial. Ms. Easton said the maps reflected pre 1981.
Robert Giberson wanted to know if the area was rezoned how that would affect his property.
City Attorney Stephanie cautioned they were getting off the agenda topic. With no one else
speaking, Mayor Clifford closed the public hearing.
Council Member Hughes said he saw no reason that this property should not be rezoned
as residential.
A Motion to approve the zoning change was made by Council Member Savage and
seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays.
16. Conduct a public hearing, discuss and act on ORDINANCE NO. 2020-032: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS,
AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 6,
LOT 7 LOCATED AT 114 S.E. 1 ST STREET, IN THE CITY OF PARIS, LAMAR
COUNTY, TEXAS, FROM A CENTRAL AREA (CA) TO A CENTRAL AREA
DISTRICT (CA) WITH A SPECIFIC USE PERMIT (SUP) FOR A TATTOO SHOP;
DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF
THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A
SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
Ms. Easton explained that Candra Wyatt, on behalf of Mossie Kines, was requesting a
change in zoning to allow for a Tattoo Shop on the property, and that this location had been used
in the past as a tattoo shop. Ms. Easton also said that the Planning and Zoning Commission
unanimously approved this zoning change, and staff recommended the zoning change.
Mayor Clifford opened the public hearing and asked for anyone wishing to speak in
support or opposition of this zoning change, to please come forward. Candra Wyatt spoke in
support of the zoning change, citing she was a fine artist not just a tattoo artist. With no one else
speaking, Mayor Clifford closed the public hearing.
A Motion to approve this item was made by Council Member Knox and seconded by
Council Member Portugal. Motion carried, 6 ayes — 0 nays.
17. Discuss and appoint one member to fill a vacant position on the Airport Advisory Board.
Mayor Clifford said the next name on the tally list was Jeff Sugg, and asked Council if
they wanted to appoint Mr. Sugg or nominate another person.

A Motion to nominate Jeff Sugg was made by Council Member Pilgrim and with no
other nominations being made, Mayor Clifford asked for a vote. Jeff Sugg was appointed to the
Airport Advisory Board.
18. Discuss and provide direction on any necessary edits to the proposed budget for fiscal
year 2020-2021.
City Manager Grayson Path explained there was a mistake on one of his slides at the last
City Council meeting. In summary, he previously mentioned $650,000 was from reserves
balancing the budget but he said that was not the case. Prior to him getting to Paris, he said there
were two amendments to the budget plus a $20,000 software error, but that it did not change
anything and that the conclusion was the same. Council Member Pilgrim said there was about
$510,000 they did not spend out of one of the amendments, and Mr. Path said that was correct in
that the City did not spend all of it but that it was budgeted. Council Member Pilgrim confirmed
with Mr. Path $120,000 was spent on the police department phone system. Council Members
Portugal and Pilgrim said they were both pleased with this budget, and especially lowering of the
tax rate. Mr. Path inquired if there were any changes to the proposed budget. Mr. Path said the
next two items were calling public hearings as required by law.
19. Discuss and act on RESOLUTION NO. 2020-045: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING FOR
SEPTEMBER 14, 2020 ON THE CITY MANAGER'S PROPOSED BUDGET FOR
FISCAL YEAR 2020-2021; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
A Motion to approve this item was made by Mayor Clifford and seconded by Council
Member Portugal. Motion carried, 6 ayes — 0 nays.
20. Discuss and act on RESOLUTION NO. 2020-046: A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A PUBLIC HEARING TO
RECEIVE PUBLIC COMMENT ON THE CITY'S PROPOSED PROPERTY TAX
RATE FOR FISCAL YEAR 2020-2021; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE
DATE.
A Motion to approve this item was made by Council Member Hughes and seconded by
Council Member Savage. Motion carried, 6 ayes — 0 nays.
21. Discuss and approve the confirmation of the City Manager's appointment of Thomas
McMonigle as Interim Fire Chief and Randy Tuttle as Interim Chief of Police, pursuant
to Texas Local Government Code 143.013(a)(1).
City Manager Grayson Path explained during a consultation with retained Civil Service
legal counsel, it was learned that the Interim Chief of Police and Interim Fire Chief needed to be
appointed by the chief executive officer and confirmed by the governing body in order to serve

in the department head roles. Mr. Path explained this was pursuant to Texas Local Governmea
Code 143.013(a)(1). He said Interim Fire Chief Thomas McMonigle had served in the role -M
Interim Fire Chief since October 2019 and Randy Tuttle had served in the role as Interim Chi
of Police since July 2020. Mr. Path said this was a housekeeping item and asked that Ci
Council confirm these interim appointments. I
A Motion to confirm Thomas McMonigle as Interim Fire Chief and Randy Tuttle as
Portugal. Motion carried, 6 ayes
22. Convene into Executive Session pursuant to Section 551.071 of the Texas Governmeni
Code, Consultation with Attomey, to receive legal advice from the City Attorney aboul
(1) pending or contemplated litigation and/or (2) on matters in which the duty of an
attorney to her client under the Texas Disciplinary Rules of Professional Conduct of th*
State Bar of Texas clearly conflict with this chapter, including but not limited to Building
and Standards Commission appeals.
23, Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
Mayor Clifford reconvened City Council into open session at 6:08 p.m. and said Council
had received legal advice from the City Attorney.
24. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No.2 4®8 1.
No future events were referenced.
25. Adjournment.
There being no further business, a Motion to adjourn was made by Mayor Clifford and
was seconded by Council Member Portugal. Motion carried, 6 ayes — 0 nays. The meeting was
adjourned at 6:08 p.m.
