Glee Emmite called the meeting to order at 4:32 PM, August 11, 2020, in the City Council chambers. 2. Citizens Forum - No one present to speak. 3. Presentation on the progress of the Paris Historic Resqurce Survey of the Commercial District — Steph McDougal, Principal Consultant, McDoux Preservation, LLC., presented information on the project and the progress to date. She explained that the Survey is a systematic method of documenting historic resources through fieldwork and research. Each historic resource is documented with photographs, maps and a written description on a form. The Survey is fundamental to historic preservation because it results in the identification of historic resources, helps determine which of those resources should be preserved and can be essential in shaping local ordinances, guidelines or downtown master plans to protect these resources. Previous surveys were in 1988, 2004 and photos only in 2017. The 2020 Survey is scheduled to be completed by the end of September. 4. Glee Emmite welcomed and introduced Tyrone Hayden as a new member of the Main Street board followed by an introduction of current board members. 5. Review and approve minutes — A motion to approve the July 2020 minutes was made by William Walker, second by Kari Daniel, motion carried. 6. Board member activity reports - - Tanner Dobrovolsky began working on volunteer signups for Wine Fest, but the event was cancelled due to COVID-19. • Kari Daniel — Nothing new to report on the plaza lighting project. Cheri is following up with the appropriate people on previous up -light ideas. • Glee Emmite and Emily Temple completed the task of updating the building inventory for a downtown map and business brochure. • William Walker shared additional information about Distrx.com, a free app that shows shopping, entertainment, parking locations, local attractions, upcoming events and offers/promotions from local merchants. The app is now active online with current information added. Businesses can now claim their space and add information, sales, event, etc. Only special app -based "apptivities" require a fee to post. The app is a positive addition to downtown allowing a national audience to view offerings in historic downtown Paris. 7. Updates from Community Partners - Becky Semple, Tourism Director from the Chamber of Commerce & VCC — The following items were shared. • A red kiosk has been installed near the Eiffel Tower to provide visitors with Paris information. • The pump track riding surface has been installed with total project completion coming soon. • Barber Hills Bike Trail ride is in September. • Tour de Paris is scheduled for September 26th. Glee Emmite shared the following info: 1) HPC — Rigby's on the north side of the plaza received a Certificate of Appropriateness for the front of their new business. A Certificate of Appropriateness was approved for the front of Priest Emporium. It will be a three phase project. Planning is underway for a virtual "Imagine the Possibilities Tour" featuring Clarksville Street and the buildings that are available for sale or lease. Holy Cross Episcopal Church received a Certificate of Appropriateness to convert a window into a door to serve as another exit as recommended by the Paris Fire Department. Fagade grants were given to Rigby's Cigar Bar and Dr. Spencer for an orthodontics office at 134 l't Street SW. 2) PDA is meeting tomorrow, August 12th. 8. Coordinator's Report — Cheri Bedford discussed the following. 1) Cheri has been meeting with a distributor for all up -light options around the plaza. 2) She is researching the possibility of getting lights installed in all of the bowls of the fountain. 3) Cheri is researching the addition of a restroom at Farmers Market. 4) The Festival of Pumpkins will be downtown this year and planned around a social distancing format. Vendor applications are already coming in. 5) The possibility of scheduling Wine Fest after the Festival of Pumpkins is being investigated. 6) South Main Iron sponsored a social media influencer to visit Paris recently. The information is posted under the name of `Exploring Amanda." 7) Cheri showed everyone the GIS mapping program that the City of Paris uses. All sorts of information about Paris can be located on the map program. 8) Putt Putt Golf raised $500 which will be donated to the Paris Food Pantry. A photo will be arranged soon. 9. With no other business, Tanner Dobrovolsky made a motion to adjourn, second by Will Walker, motion carried. The meeting was adjourned at 5:26 PM.
