Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 28, 2020. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. Due to the CoVID outbreak, facemasks
are encouraged for those in attendance of the meeting. Access to the meeting will also be
available through live stream on https://paristexas.goy/public. The matters to be discussed
and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personal appeals are not appropriate for citizens' forum.)
If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas
Government Code regarding any item on this agenda.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Approve minutes from the meetings on September 14, 2020 and September 15, 2020.
6. Receive reports and/or minutes from the following boards and commissions:

Addition, LCAD Property ID 16573, located in the 1100 Block of Church Street.
Regular Agenda
11. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Rene Harvey and Russell Lowe for a change in zoning from a One -Family Dwelling
District No. 2 (SF -2) to a Commercial District (C), in the City of Paris, Block 331, Lot 7
and PT of 8, LCAD 18889, located at 3787 N.W. Loop 286.
12. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Skyler Burchinal for a change in zoning from an Agricultural (A) to a Neighborhood
Service District (NS), in the City of Paris, Block 329, Lot 513, LCAD 18881, located in
the 3800 Block of S.W. Loop 286.
13. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Christa Brown on behalf of Norman Montgomery, Jr. for a change in zoning from a One -
Family Dwelling District No. 2 (SF -2) to a Neighborhood Service District (NS), in the
City of Paris, Block 294, Lot 11, LCAD 18507, located at 426 N.E. 30tH
14. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Michael Davidson and Brian Scott for a change in zoning from a Two -Family Dwelling
District (2F) to a Four -Family Dwelling District (417), in the City of Paris, Block 70-13,
Lot 10, LCAD 14723, located at 1629 Pine Bluff.
15. Discuss, conduct a public hearing, and act on an Ordinance considering the petition of
Michael Davidson and Brian Scott for a change in zoning from a Two -Family Dwelling
District (2F) to a Four -Family Dwelling District (417), in the City of Paris, Block 70-13,
Lot 11, LCAD 14724, located at 1639 Pine Bluff.
16. Discussion regarding the status of the Utility Bond Project on Martin Luther King Jr.
Drive and 17th Street N.E.
17. Discuss and explain the recent failure and repair of the newly placed water main at the
100 block of South Main Street.
18. Discuss and act on budget amendments to Paris Economic Development's Budget FY
2019-2020.
19. Discuss and act on an Ordinance authorizing and directing the Director of Finance to
transfer funds from unencumbered appropriation balances to over -expended accounts for
FY 2020-2021.
20. Discuss and act on a Resolution of the City of Paris, Texas Adopting Texas Coalition for
Affordable Power, Inc.'s ("TCAP") Professional Services Agreement and GEXA
Energy's Commercial Electric Service Agreement for power to be provided on and after
January 1, 2023.
21. Discuss and act to accept the second lowest bid for Aluminum Sulfate chemical for water
and wastewater treatment in FY 2020-21.
22. Discuss and act on an Ordinance authorizing the issuance of a solid waste collection
permit to County Waste Collection, LLC d/b/a Trashy Business (Pursuant to Sec. 16-24
of the Code of Ordinances, passage of this ordinance requires five affirmative votes.)
23. Discuss and act on an Ordinance granting a shuttle service license to Stop N Drop
Transportation, LLC. (Pursuant to Sec. 124 of the Paris City Charter, passage of this
ordinance requiresfive ive affirmative votes.)
24. Discuss and appoint one member to fill a vacant position on the Planning and Zoning
Commission.
25. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
(1) pending or contemplated litigation and/or (2) on matters in which the duty of an
attorney to her client under the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas clearly conflict with this chapter, as follows: Love Civic Center.
26. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
27. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
28. Adjournment.
