09/15/2020MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF THE CITY OF PARIS, TEXAS September 15, 2020 The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, September 15, 2020, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. Present: Mayor Pro -Tem: Paula Portugal Council Members: Derrick Hughes; Gary Savage; Linda Knox; and Clayton Pilgrim City Staff: Grayson Path, City Manager; Stephanie Harris, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; and Clyde Crews, Fire Marshal Absent: Council Members: Steven Clifford and Renae Stone 1. Call meeting to order. Mayor Pro -Tem Portugal called the meeting to order at 5:30 p.m. 2. Citizens' forum. No one spoke during citizens' forum. 3. Discuss and ratify the property tax increase reflected in the budget as required by Chapter 26 of the Texas Tax Code. Finance Director Gene Anderson said according to State Law, that Council was required to take a separate vote to ratify any property tax increase reflected in the 2020-21 budget. A Motion to approve this item was made by Council Member Savage and seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays. 4. Discuss and act on ORDINANCE NO. 2020-042: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, FIXING THE TAX RATE AND THE TAX LEVY AND LEVYING AD VALOREM TAXES FOR THE CITY OF PARIS FOR THE CALENDAR YEAR 2020 UPON ALL TAXABLE PROPERTY WITHIN THE CITY OF PARIS IN CONFORMITY WITH THE CHARTER PROVISIONS AND ORDINANCES OF THE CITY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Special Council Meeting September 15, 2020 Page 2 Having adopted the budget last night, Mr. Anderson said City Council must adopt a tax rate which funds the budget. Mr. Anderson said the ordinance before them reflected a property tax rate of .48078 per $100 of valuation and would fund the budget. A Motion to approve this item was made by Council Member Knox and seconded by Council Member Pilgrim. Motion carried, 5 ayes — 0 nays. 5. Adjournment. There being no further business, a Motion to adjourn was made by Council Member Savage and was seconded by Council Member Hughes. Motion carried, 5 ayes — 0 nays.
