Item No. 8 <br />TO: City Council <br />Grayson Path, City Manager <br />FROM: Randy Tuttle, Interim Chief of Police <br />SUBJECT: TEXAS POLICE CHIEF'S BEST PRACTICE RE -RECOGNITION <br />DATE: October 12, 2020 <br />BACKGROUND: The Texas Police Chief s Association Best Practices Law Enforcement <br />Recognition Program is a voluntary process where police agencies in Texas prove their compliance <br />with 168 Texas Law Enforcement Best Practices or policies. These Best Practices were carefully <br />developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective <br />delivery of service, the reduction of risk and the protection of individual's rights. The best practices <br />include every aspect of a police department's operation from criminal investigation to use of force, <br />truthfulness, internal investigations, written system of agency directives, vehicle pursuits and even <br />how any cash is handled. Policies formulated with the BPRP guidelines are developed with the <br />local situation in mind. The department has to prove the policies are being followed by <br />documentation and interview with officers and employees of the department. The program began <br />in 2006. The Paris Police Department was originally recognized in March of 2012 as a Best <br />Practices Department. We provide a yearly report to the program. <br />STATUS OF ISSUE: The program is renewed every four years. The department applied for <br />recognition in 2020. Our two-day review took place on July 15th and 16th. As a result of that <br />assessment, the department has been recognized once again for another four years as a TCPA Best <br />Practices Law Enforcement Agency. <br />BUDGET: The department expends $1600 annually to be a member of this organization. <br />RECOMMENDATION: Presentation only. <br />
