SUBJECT: TEXAS POLICE CHIEF'S BEST PRACTICE RE -RECOGNITION

BACKGROUND: The Texas Police Chief s Association Best Practices Law Enforcement
Recognition Program is a voluntary process where police agencies in Texas prove their compliance
with 168 Texas Law Enforcement Best Practices or policies. These Best Practices were carefully
developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective
delivery of service, the reduction of risk and the protection of individual's rights. The best practices
include every aspect of a police department's operation from criminal investigation to use of force,
truthfulness, internal investigations, written system of agency directives, vehicle pursuits and even
how any cash is handled. Policies formulated with the BPRP guidelines are developed with the
local situation in mind. The department has to prove the policies are being followed by
documentation and interview with officers and employees of the department. The program began
in 2006. The Paris Police Department was originally recognized in March of 2012 as a Best
Practices Department. We provide a yearly report to the program.
STATUS OF ISSUE: The program is renewed every four years. The department applied for
recognition in 2020. Our two-day review took place on July 15th and 16th. As a result of that
assessment, the department has been recognized once again for another four years as a TCPA Best
Practices Law Enforcement Agency.
BUDGET: The department expends $1600 annually to be a member of this organization.
