SUBJECT: GENERAL ELECTION CANVASSING OF RETURNS
DATE: November 9, 2020
BACKGROUND: On January 27, 2020, by Resolution Number 2020-002, City Council ordered
the regular municipal election for the purpose of voters to elect Council Members from Districts
1, 2, 3 and 6. On February 24, 2020, the City Clerk issued a certificate of unopposed candidates
for candidates in Districts 1, 3, and 6. On February 24, 2020, by Ordinance No. 2020-008, City
Council declared candidates unopposed and elected in City Council Districts 1,3, and 6 for the
May 2, 2020 general election, and that no elections be held in those districts. On March 26,
2020, pursuant to the Governor's March 13, 2020, disaster declaration, and by Resolution No.
2020-012, the City Council postponed the general election for District 2 to Tuesday, November
3, 2020.
STATUS OF ISSUE: On November 3, 2020, a general election took place for the purpose of
voters to elect one Council Member from District 2.
In District 2, a total of 388 votes were cast, with Ed Darnell receiving a total of 167 votes and
Reginald B. Hughes receiving a total of 221 votes. Reginald B. Hughes received the majority of
votes cast.
BUDGET: N/A
RECOMMENDATION: Approve the resolution declaring Reginald B. Hughes elected to serve
as City Council Member for District 2.
RESOLUTION NO.
A RESOLUTION CANVASSING THE RETURNS FOR THE GENERAL
MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020, FOR COUNCIL
DISTRICT 2; DECLARING THE WINNER IN SAID ELECTION;
DECLARING THE TERMS OF OFFICE; MAKING OTHER FINDINGS AND
PROVISIONS RELEATED TO THE SUBJECT; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, on November 3, 2020, a general election took place for the
purpose of voters to elect one Council Member from District 2; and
WHEREAS, in District 2, a total of 388 votes were cast, with Ed Darnell
receiving a total of 167 votes and Reginald B. Hughes receiving a total of 221 votes.
WHEREAS, Reginald B. Hughes received the majority of votes cast and is
hereby declared elected to office.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
SECTION 1. That the findings set out in the preamble to this resolution are
hereby in all things approved.
SECTION 2. That the City Council hereby declares Reginald B. Hughes the
candidate elected to serve for District 2. Reginald B. Hughes will serve as City Council
Member for District 2 in accordance with State Law until the next general election
held for District 2.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Paris
in regular session convened pursuant to the directions of the Election Code of the
State of Texas and the Open Meetings Act of the State of Texas, this 9th day of
November, 2020.
