BACKGROUND:
At the October 12, 2020 City Council Meeting, the City Council agreed that they would like to
meet with a qualified engineering firm to consider developing a scope of service to audit the Utility
Bond Project — Package #4.
STATUS OF ISSUE:
The City Manager has identified Alfred Benesch & Company to present to you tonight as a
qualified and experienced engineering firm in large water/sewer projects. The City Manager has
worked with this firm before and had a very positive experience.
Jeff Sockel, PE, and Tim O'Brian, PE, both from the Omaha, NE office, will present to the City
Council their qualifications and experience. They will discuss initial thoughts about how to
approach this specific project and be available to answer questions tonight.
The City Manager recommends that the City Council review Benesch's qualifications and make a
determination of whether they would like to pursue working with this firm, seek out other firms,
or go a different direction than what has been discussed to -date. If the City Council wishes to
pursue working with Benesch, then the City Manager will request that the City Council authorize
him to negotiate a Scope of Service with Benesch to perform the desired project and bring that
back to the City Council at the December 2020 City Council meeting.

Cost has not been determined as a Scope of Service still needs to be negotiated based on the
direction the City Council wishes to see this audit proceed. Depending on the extent of the work
requested of the firm, thus the total fee, the plan is to utilize any available funding from the Utility
Bond to cover this expense. If during negotiations an issue with funding becomes apparent, City
Staff will bring this to the City Council at the next meeting.
OPTIONS:
1. Authorize the City Manager to negotiate a Scope of Service to perform a third party
engineering audit of the Utility Bond Package #4 Project with Alfred Benesch & Company
and bring it back to the City Council for review and approval.
2. Request that other firms be identified for the City Council to meet with and consider.
3. Request a different direction and advise the City Manager.
RECOMMENDATION:
1. Authorize the City Manager to negotiate a Scope of Service to perform a third party

and bring it back to the City Council for review and approval.

detention basin, and was charged with delivering the project during the same construction

The project required the waterline to cross a tributary stream to the Wabash Creek,
which required a Stream Encroachment permit. The project also required a bore and jack
trenchless crossing as part of the Highway Occupancy Permit from PennDOT. The scope

CITY-WIDE SEWER TASK ORDERS I CITY OF CAICAGO, IL
Benesch provided design and construction engineering services for the CDWM to repair
various sewer projects throughout the City. With the congestion of buried utilities in many
areas, coordination with other buried utilities was a major component. Task orders included
installation of 5,200 feet of sewer pipe, lining approximately 50-60 miles of sewer mains
and catch basin outlets. As well as the linig of 2 000-3 000 sewer structures. Spot repairs
SEWER REHABILITATION IMPROVEMENTS I CITY OF BALTIMORE, MA
For this sewer rehabilitation project Benesch was responsible for construction observation
and inspection. Benesch provided photo documentation of manhole rehab (new/resetting
existing frame and covers, new adjustment rings, external and internal seals, bench/invert
repairs, MH cleaning, MH cementitious lining, sewer inspections and sewer point repair)
done by contractors in the field. Daily reports included descriptions of locations where work
was completed, issues encountered, equipment and amount of labor.
PROGRESS PARKWAY I VILLAGE OF SCHAUMBURG, IL
Benesch provided construction engineerinci services for the construction of the new
Progress Parkway. This included storm sewer, water main, street lighting, sidewalk and a
for reviewing contract documents, tracking the contractor's progress, documentation of
contract quantities and preparation of as -built drawings.
OMAHA RESURFACING PROGRAMS I CITY OF OMAHA, NE
Benesch provided construction enyineerinZ,_LQnsultation roiect manaoement constructior
administration and observation, materials testing and public information and outreach
services for the City of Omaha's Annual Resurfacing Program. The work performed includes
milling and removals, asphalt leveling and surfacing, and utility adjustments on arterial,
collector and residential streets throughout the City. The Program also addresses curb and
inlet top repair and ADA Compliance on the resurfaced street segments.

An environmental assessment of the project impacts was performed, and key project features and
construction sequencing were incorporated into the design and construction to minimize impacts.
These included locations for critical pedestrian crossings, requirements for maintaining access
to neighborhoods and businesses, and maintaining traffic on 156th Street during construction.
Improvements to the stormwater drainage system was also included to reduce ongoing erosion and

A traffic study was completed to determine necessary improvements to increase traffic flow and
improve lane geometry. The recommendations included installation of dual right -turn lanes from
Dougherty Road on to Whisky Road, as well as roadway widening, new concrete medians, new curb

Nebraska Avenue was an urban roadway experiencing a high frequency of flooding due to an
undersized storm sewer trunk line capturing stormwater from a significant area of the City and

culvert directly under a widened pavement section. New water mains, water services, and sanitary
sewer mains were constructed due to conflicts with the new box culvert. The corridor was a mix of
residential, commercial businesses, churches and City Public Facilities. Because many properties
were accessible via a parallel alley system, the project was constructed under a full closure, a
few blocks at a time. Benesch provided construction services including project management, field
