Engineers - Planners 4415 Jefferson Avenue Texarkana, Arkansas 75502 (501) 773-9967 This proposal has been prepared in response to a Request for proposal by Mr. Earl Smith, city Engineer, for engineering services required for the development of construction plans and specifications to rehabilitate certain defects presently existing on the Lake Crook Embankment. An on-site inspection was conducted may 1, 1989, by representatives of RSA, Inc, Consulting Engineers, during which various deficiencies and structural defects were noted and photographed. The following descriptions of the various defects, and the recommended improvements to same, are separated into three maj or categories; 1) vegetation removal and sealing of existing rip-rap panel joints, 2) removal and replacement of rip-rap panels, 3) resurfacing and grouting of defective spillway area. VEGETATION REMOVAL AND JOINT SEALING During the inspection of the embankment it was noted that virtually every joint in the existing concrete rip-rap was overgrown with heavy grass and small timber growth which has taken root in the embankment soils beneath the rip-rap panels. In numerous instances the root system of the plants have developed to the point that expansion of the roots have dislodged the panels from adjacent panels and/or caused GENERAL I I I I I E . . Refer to the photographs included herein as Exhibit "A". Additionally, it was noted that the entire downstream face of the embankment has been overgrown with small timber and heavy underbrush which is preventing the proper maintenance and mowing of the embankment slope. Should this condition be allowed to continue to exist, further damage to the embankment will result. It is recommended that the entire downstream slope of the embankment be cleared of all timber and underbrush to facilitate the proper maintenance and mowing of this surface. Upon clearing the embankment slope, a thorough inspection should be conducted to identify and repair any possible eroded areas and/or seepage. To alleviate further structural damage to the concrete rip-rap on the upstream face of the embankment, it is recommended that all plants, grass and timber be removed from the joints of the rip-rap panels and the joints thoroughly cleaned and sealed with a flexible sealant. Removal methods utilizing sand blasting or water pressure jetting may be used. A root growth retardant should be applied. However, should t the City so desire, RSA, Inc. would be privileged to I assist the City's Engineering staff in developing and investigating various cleaning and sealing techniques . REMOVAL AND REPLACEMENT OF RIP-RAP PANELS The entire upstream face of the embankment is protected with a concrete rip-rap consisting of 12' x 14' x 5" thick concrete panels, please refer to the , I: I I t ! I photographs and sketch, Exhibits "B" and "C" herein. The on-site inspection indicates that the original , i I I I" I: joint sealant has deteriorated and become dislodged r Ji from the joint, in turn, exposing the underlying embankment soil structure and concrete panel joints to weather related moisture and reservoir wave action. I , The subsequent erosion combined with the upheaval t, forces from freeze-thaw action and expanding root systems of small timber has caused misalignment of the panels as well as complete structural failure in some locations. To repair this type of defect, the affected panels (, must be removed and replaced with new panels. This will be accomplished by removing all loose, unstable material and installing a soil-cement mixture in the void. This material will develop a strength adequate for supporting the new panel and will offer a resistance to erosion not found in the existing soils. the new concrete panels would be constructed of 5" thick cast-in-place concrete having a compressive strength of 3500 psi. The concrete panels would be reinforced with 6" x 6" X 6" ga. wire mesh, see Exhibit lie". As a result of our inspection, we recommend the replacement of a minimum 22 panels, each with an approximate area of 168 square feet, 3696 sq. ft. total. RESURFACING AND REGROUTING OF DEFECTIVE SPILLWAY SURFACES The existing reservoir spillway consists of a concrete "ogee" type crest with concrete abutment wingwalls located at the approximate middle of the dam. The inspection revealed numerous locations on the downstream face of the spillway where significant spalling and erosion has occurred exposing the reinforcing steel in the structure. Additionally, in various locations on the spillway and abutment structures there are large cavities exposing the reinforcement steel and underlying portions of the 7 . . I . - .- - - , ;. I I I I I I SPALLING AND DETERIORATING SPILLWAY STRUCTURE EXHIBIT "D" 8 I I I I I I - - .,' structure, please refer to the photographs, Exhibit "0" herein. It is respectfully recommended that immediate improvements be initiated to correct the defects and alleviate further deterioration of the structure surfaces and reinforcing elements. These repairs would include the thorough sand-blasting and cleaning of the surfaces to be capped or grouted. Following satisfactory preparation of the surfaces, an epoxy type gout mixture would be applied. It should be mentioned here that the above corrections require the lowering of the normal pool elevation the reservoir approximately 3 feet, to elevation 473.00, to facilitate dry conditions on the spillway surfaces as well as lower surfaces of the embankment slope protection. The construction cost estimate herein is based on the city personnel lowering the reservoir level by utilizing temporary siphons or the existing raw water pumps. Close coordination between the city and construction contractor will be required. It is further recommended that the design, bidding and construction phases be scheduled around the yearly dry season (summer months) to allow expedient construction during dry conditions and to assure as little fluctuation of reservoir water levels as possible. 9 1. ) Prepare Plans construction and Specifications for I , I I I I I I I \ PROPOSAL OP SERVICES It is understood that the city of Paris desires to obtain the services of a consulting engineering firm for the purpose of developing standard Bidding and contract Documents, technical specifications, and construction drawings and details for the rehabilitative work outlined herein. In that regard, Rice, Stone & Associates, Inc. proposes to provide the following engineering services: This phase of the project would be initiated immediately upon approval by the city and the execution of an Engineering services Agreement between the city of paris and RSA, Inc., and ~ I I will include the following work: a) Pre-design conference with the city Engineer to establish project scope and Owner's expectations. b) Prepare construction plans, specifications and contract documents based on the pre- design conference. c) Submit plans specifications to the Engineer for review concurrence. and city and 10 I I I I 2. ) Biddina Phase \J--kJ.-- ~~ ~ J-O ~ <). '" This phase of the project will be initiated upon instructions by the Owner. This proposal is based upon the city providing necessary copying and distribution of bidding documents. Construction Phase This phase of the project will be initiated upon issuance of the Notice to Proceed to the Contractor by the city. Daily construction inspection/observation is not a portion of the engineering services to be provided under this proposal. RSA, Inc. will be available to provide periodic visits to the job site for the purpose of reviewing progress and construction quality and 11 I I I I I I I I I I workmanship. Additionally, RSA, Inc. will provide consul tation services as needed during the Construction Phase on an hourly rate basis. Costs associated with the Construction Phase are not included in the engineering cost estimate. RSA, Inc proposes to furnish the above described engineering services for a total engineering fee of $4.800.00.
