RESOLUTION NO. 89-104
WHEREAS, the Paris-Lamar County Health Department WIC
Project #62 is eligible to make application for funding from the
United States Department of Agriculture to expand its facility at
740 S.W. 6th, Paris, Texas; and,
WHEREAS, the WIC program is currently housed in a small,
two-room area of the building occupied by the Paris-Lamar County
Health Department, the same facilities in which WIC Project #62
began its operation; and,
WHEREAS, WIC Project #62 has been authorized to and has
expanded the number of persons originally served which requires
additional space and, therefore, it is deemed to be in the best
interest of the citizens of Paris that the application for
funding the additional space in the form of Exhibit A, attached
hereto, at no cost to the City, be made and that such application
be approved; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
That the application for funding from the United Stated
Department of Agriculture to expand the facility occupied by WIC
Project #62 facility located at 740 S.W. 6th, Paris, Texas in the
form of Exhibit A, attached hereto, at no cost to the City, be,
and the same is hereby approved.

SUBJECT: Expansion of existing WIC facility
AMOUNT REQUESTED: $50,000
The Paris, Texas, WIC Program respectfully requests funds for
the purpose of expanding the City/County Health Department
facility, a part af which is occupied by WIC, ta better serve a
growing and successful program in this area.
Currently, the WIC program is housed in a small, two-room area
within the City/County Health Department building at 740 6th SW.
We accupy 495 square feet. It has been determined that a
building expansion ta suit our needs may be implemented at.a
cast of $50 per square faat, for a total cost of $50,000 for a
1,000 square faot expansion.

DETERMINATION
The conclusion that expansion of the existing facility is not
only necessary, but the sole salutian to address our growing
needs was the result of a great deal of research and relocation
attempts which were unsuccessful.
Knowing that proximity ta the City/County Health Department is a
must for our successful operation, with services being rendered
by them and by WIC that are interrelated for our clients, we
saught locations nearby that might meet our expansion needs.
There is na rental property available in the area for WIC. We
found that no landlord would tolerate the traffic (in excess of
1,000 persons a month) that WIC generates.
We enlisted the voluntary services of a local architect far
preliminary design af a suitable expansion, and found that for
$50,000 we cauld expand the existing facility with no need. for
additional property acquisition on the part of the city or
county. We have obtained approval from both governing bodies to
pursue this expansion.
STATEMENT OF N~EP
Since the WIC program was implemented in Paris in 1986, we have
grown to serve a certified case load af 1,132 persons, with July
participants numbering 991. We have a potential case load of
approximately 4,000, according to USDA estimates. We are
currently doing certification three days a week and group
classes two days a week. We occasionally schedule certificatian
and mid-point screening between classes. We offer individual
counseling, perform blood work and weigh and measure clients an
a regular basis. On staff we have a director, twa aides and one
LVN who will come on board this month.

We have cramped personnel and office equipment necessary far our
tremendous record-keeping requirements inta aur pre,sent space..
We have no room for classes. We have no waiting room; only
chairs lined up in a hallway. Our people are literally on top
of each other. Our program is less than three years old, and
growing. To cantinue our success and ta meet aur growing needs,
we must have mare space.
It is prabable that our future requirements may include
additional staff, most certainly if we are to address the
projected caseload. We feel that this proposed expansion will
meet not anly our present needs, but future needs for this area.
