Staff Guest: Janet Green Ellen Green 1. In the absence of Chairman Dux, Commissioner Hider called the meeting to order at 4:05 p.m. 2. The meeting minutes of the September 28, 2020 were accepted with one correction on the attendance of Linda Vandiver. She was listed as absent, but was present. Motion made to accept the minutes with corrections by Commissioner Vandiver, seconded by Commissioner Emmite. Motion carried. Ms. Ellen Green was present to explain renovation at the property located at 102 Clarksville. Ms. Green had removed the existing fagade to do some investigation. This revealed the original store front, which she is now planning on restoring. Commissioner Coyle asked if the display windows will be single pane and the answer was yes. The brick would be restored. The windows on the second floor will be replace. The property owner plans on dividing the property into its original configuration and making two store fronts. The canopy will be removed and the applicant is requesting a fabric awning be installed just under the transom windows. Commissioner Hider confirmed the doors will be wood. The store front configuration will be display window, door, door on the left, and display window, door, door, display window on the right. The flower boxes proposed under the upper floor windows will need some further investigation before approval. Commissioner Coyle made the motion to approve the Certificate of Appropriateness as presented with the condition that the window boxes in the proposal be researched for appropriateness to the district and building; seconded by Commissioner Hider. Motion carried. 4. Ms. Green requested a $2500 toward improvements on 102 Clarksville St. A motion was made to approve the facade grant for repairs by Commissioner Vandiver, seconded by Commission Caffey. Motion carried. 5. The commission reviewed properties listed by code enforcement for substandard violations. On the properties located at 509 & 519 Tudor, 720 NE 2nd, 636 NE 2nd, 1311 Hickory, 828 NE 12th, 654 E Washington, 645 E Polk, 750 E Tudor the commission unanimously agreed that these properties cannot be rehabilitated or nominated as a local landmark. The houses listed below were pulled for further investigation. a. 627 Pine Bluff- Linda Vandiver made the motion to remove this property for investigation. Commissioner Coyle will reach out to the property owner. Commissioner Dux seconded the motion, motion carried 6-1, and Commissioner Hider dissented. b. 708 SE Oh St SE, Commissioner Vandiver made a motion to pull this property from the buildings and standards list. Commissioner Caffey will research the property to see if the owners are interested in selling. Motion was seconded by Commissioner Dux. Motion carried 7-0 6. Coordinators Report: a. Cheri Bedford reviewed the Phase 1 updated resource survey given to us by Mc Doux Preservation, Minor certificates of appropriateness approved in house, and the submitted CLG Grant Application request. 7. Commissioner Caffey was nominated as vice chairman. 8. The meeting adjourned at 5:13 p.m. Commissioner Vandiver made the motion to adjourn, seconded by Commissioner Dux, motion carried. Commissioners who were available went to meet with Gary Priest, owner Priest Emporium, and presented him with the $2500 Historic Commission Facade Grant awarded for the removal of slip cover and rehabilitation of the exposed windows openings.
