1989-024-RES WHEREAS, CITY MANAGER RECEIVED REQUEST FROM RALPH TAYLOR
RESOLUTION NO. 89-024
WHEREAS, the City Manager of the City of Paris has
heretofore received a request from Ralph Taylor, Pastor of the
Bethel Temple Church, for a pro rata water main extension to
serve property located in Lot 17, City Block 188E which fronts on
the north side of S.E. Loop 286; and,
WHEREAS, it is deemed appropriate to permit Bethel Temple
Church to act as sponsor under the terms of Section IX of the
Subdivision Ordinance No. 1315 of the City of Paris with any
refunds due under said ordinance being paid to Bethel Temple
Church or their successors or assigns; and,
WHEREAS, upon receipt of the above described request,
preliminary plans, specifications and estimate of the total
cost of the proj ect were prepared by Chaney Engineering and
approved by Earl Smith, City Engineer and delivered to the City
Manager and considered at the regular Council Meeting on the 13th
day of February, 1989, and a public hearing concerning the same
was set for March 13, 1989, at which time such public hearing was
held; and,
WHEREAS, after hearing the matters present~d at
public hearing, the City Council is of the op~nion
Bethel Temple Church is entitled to have a pro rata water
extension and to act as sponsor for said project; and,

WHEREAS, such project should be known as the Pro Rata Water
Line Extension Bethel Temple, S.E. Loop 286 Project which has a
total estimated cost of $59,330.80; the front foot method would
be equitable and is the method described on Exhibit A attached
hereto; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That the pro rata water main extension beginning
approximately 790 feet west of the west boundary line of 6th
Street S.E. intersection with the north boundary line of SE Loop
286 and runs easterly along the north right of way line of Loop
286 S. E. approximately 3,268 feet, be, and the same is hereby
approved and shall be known as "Pro Rata Water Line Extension
Bethel Temple, S.E. Loop 286"; and,
BE IT FURTHER RESOLVED, That Bethel Temple Church act as
sponsor of said pro rata water main extension and pay the total
construction cost, less the oversizing cost which will be paid by
the City of Paris; and,
BE IT FURTHER RESOLVED, That the front foot rule is the
method described in Exhibit A attached hereto, less the cost
of oversizing, is found to be equitable and is adopted as
the method to be used for refunding the cost of the water
and sewer main extension to sponsor, Bethel Temple Church, its
successors or assigns; and,
