1989-060-RES WHEREAS,COP ON 16TH DAY OF SEPTEMBER 1988 IN ORD
RESOLUTION NO. 89-060
WHEREAS, the City of Paris did heretofore on the 16th day of
September, 1988, in Ordinance No. 88-039, authorize the taking of
bids for refurbishing and repair of a 1,000,000 gallon double
ellipsoidal elevated water storage tank, off 25th Street N.E. in
Paris, Texas, such refurbishing and repair can be performed
during the low water useage period between the 3rd day of June,
1989, and the 19th day of June, 1989; and,
WHEREAS, after duly advertising for the same, no bids were
received; and,
WHEREAS, there is insufficient time to readvertise for bids
for such refurbishing and repair; and,
WHEREAS, the only feasible time for such refurbishing and
repair in this budget year is the period between June 3, 1989,
and June 19, 1989, being a low water useage period; which
requires that the project be completed in the shortest possible
time and requiring the declaration of an emergency; and,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
That the refurbishing and repair of the water storage tank is
found to be and does justify the declaration of an emergency and
the same is hereby so declared.
BE IT FURTHER RESOLVED, That the City staff is hereby
authorized to exercise the emergency powers as the same relate to
budgeting, expenditures, procurement and bid process with the
only requirement being that the City Council of the City of Paris
be kept abreast of the progress of the project.
