1. Tanner Dobrovolsky called the meeting to order at 4:38 PM, November 10, 2020, in the City Council chambers.
2. Citizens Forum - No one present to speak.
3. Review and approve minutes — A motion to approve the November 10, 2020 minutes was made by Tyrone
Hayden, second by Glee Emmite, motion carried.
4. Board member activity reports -
- Emily Temple —1) Paris enjoyed a "reverse" 2020 Christmas parade due to COVID restrictions. It was
well received by Paris citizens. The floats parked at various places around downtown including the plaza and
Bywaters Park. Observers drove around to see the floats decorated with lights and Christmas scenes. 2) "Merry and
Bright" will be the shopping promotion for downtown merchants on the two Thursdays left in December.
Participating stores will be open 6-8 PM for holiday shopping.
• Glee Emmite —1) The downtown merchant window decorating contest was won by Bee Sweet with the
theme of Elf on the Shelf. 2) Buildings in the historic district will receive the Distrix app QR code stickers for the
door and counter top. This allows customers to scan the sticker and find information about downtown. 3) Board
members and Cheri made 13 Christmas trees from magazines. The trees were advertised on FaceBook and will be
sold for $15-25 per tree with 4 already sold. They will be sold at Farmers Market if volunteers are available to man
a booth. Proceeds will benefit Main Street activities. 4) Glee commented that sidewalks off the plaza are dark at
night and hinders shopping during the evening hours such as during the "Merry and Bright" promotion.
• Tyrone Hayden — Main Street t -shirts have not been ordered. The board considered adding a list of
events on the back of the shirt. More discussions will follow on the topic.
• Tanner Dobrovolsky — Tanner requested to be included in the plant beautification project around the
plaza in the spring.
5. Updates from Community Partners -
- Becky Semple, Tourism Director from the Chamber of Commerce & VCC — The following information
and events were presented. 1) The information kiosk at the Eiffel Tower is active. 2) Another information kiosk is
being planned for the downtown area. Approval will be needed from the appropriate departments for the project to
continue. Emily, Tyrone and Tanner volunteered to be part of a committee to work on the project. 3) The
Chamber's weekend get -away tourism promotion was very successful. The contest received 1,700 entries. 4) Red
Bull will sponsor a Memorial Day'race at the pump track. There will be 3 qualifier races.
• Glee Emmite —1) HPC will meet at 4 PM, December 9th. Ellen Green has bought 102 Clarksville St.
The renovation will include 2 business at street level with 2 lofts above. 2) PDA will meet at 6 PM, Monday,
December 141 in the space at the back of 129 Lamar Ave. New officers will be elected.
6. Coordinator's Report — Cheri Bedford discussed the following. 1) There are 4 renovation projects for HPC to
discuss. 2) The Christmas tree lighting was a virtual event on FaceBook. The fountain light project is completed.
3) For information purposes, there is a homeless man downtown. He has been approached with offers for help but
refused. Please call the police if any problems arise with any person in the downtown area. 4) All money raised
from events and projects are together in one account. 5) A working meeting for the board will be scheduled in the
month of January. 6) Cheri looked at the Distrix app for Mesquite while in the area. She sees it as a great tool for
tourists while in Paris. 7) Small Business Saturday had twenty businesses participating. Three hundred downtown
dollars were given away as part of the promotion. 8) City offices will be closed December 24-25, 2020.
8. With no other business, Carolyn Patterson made a motion to adjourn, second by Glee Emmite, motion carried.
The meeting was adjourned at 5;32 PM.
